Site work and paving for a road / highway in Lakeland, Tennessee. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The City of Lakeland, herein after referred to as "City", an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide Preliminary Engineering (NEPA), Design, and Right of Way services related to the Davies Plantation Bike / Pedestrian Improvements in Lakeland, TN. This project can generally be described as an addition of bicycle and pedestrian facilities along Davies Plantation Road between U.S. Highway 64 and I-40. Work with this project includes two four-foot-wide bike lanes within the roadway and two five-foot-wide sidewalks on each side of the roadway, and required ADA improvments. The project shall be accomplished in accordance with TDOT Local Programs guidelines. The professional consultant engineering consulting firm must be on TDOT's pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to: Required Scope of Services o Preparation of environmental (NEPA) documents o Right of way services (if necessary). o Preliminary and construction engineering plans which includes field surveys, geotechnical investigations, alignments, cross sections, construction details and contract specifications. All construction engineering plans must meet TDOT requirements. o Preparation bid documents, Advertisement for Bids, Construction Contract and Permits This project consist of constructing multimodal improvements along existing Davies Plantation Road between Highway 64 and Interstate 40. The length of the project is approximately 5100 linear feet. The proposed improvements consist of two four-foot wide bike lanes within the roadway and two five foot wide sidewalk on each side of the roadway. This will also allow the project to remain in the existing ROW. The sidewalk will run the entire length of the project as described previously. The construction plans expected to be final by October 31st, 2023. Firms may request consideration by submitting a Letter of Interest (LOI) in a sealed envelope clearly marked "LOI for Professional Services for Canada Road Resurfacing Project Hwy 64 to I-40" to City of Lakeland, 10001 US-70 Lakeland, TN 38002 Attn: Luis Camarillo Hernandez, Staff Engineer or by submitting via e-mail to lhernandez@lakelandtn.org. The City will evaluate the top three (3) firms on the following criteria (relative weight): a. Proposed Team Capabilities (15%) o Include any relevant sub-consultant information. b. Past Experience on Similar Projects and Disciplines (25%) o Include similar projects within the last 5 years. o Local Programs project experience is critical. c. Staff Qualifications and Availability (25%) o Only include information for personnel proposed to work on this specific project d. Technical Knowledge of the Project and Approach (35%) o Experience with multimodal facilities within the right-of-way Project approach including schedule. The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.
