As of June 30, 2023, project was awarded to James Excavating , awarded amount is $ 274 965.55 Lewistown Borough-Contract No. 2023-01: South Side Roadway Improvement ProjectADA Curb Ramps along South Wayne Street, South Grand Street, South Juniata, West Fleming, Washington Avenue and Lincoln Avenue in the Borough of Lewistown consists of theinstallation of ADA Accessible Curb Ramp Upgrades at approximately twenty-six (26) locations and associated restoration. Lewistown Borough-Contract No. 2023-02: South Side Roadway Improvement ProjectRoadway Paving on along South Wayne Street, South Grand Street, South Juniata, West Fleming,Washington Avenueand Lincoln Avenuein the Borough of Lewistown consists of the milling and paving of approximately 17,850 square yards. Bidders must purchase the Contract Documents and Plans (in either format) from The EADS Group, Inc. to be eligible to bid this project. A certified check or bank draft payable to the order of Owner, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. The Owner is utilizing federal funds and liquid fuel funds for this project,and Mifflin Countys Community Development Block Grant (CDBG) Funds administered by Mifflin County Planning & Development Department (Grantee), has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contractsof $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. The Contractor, in accordance with Executive Orders 11625 and 12138, must utilize to the greatest extent feasible minority and/or women owned business concerns, which are located within the municipality, county, or the general trade area. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that according to the requirements of Executive Order 11246 the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractors) is obliged to make a diligent effort to achieve these ratios; and that to the greatest extent feasible,opportunities for training and employment be given to lower income residents of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents. The Mifflin County Commissioners also reserve the right to reject any and all proposals and waive any formality or technicality in any proposal in the interest of the County and Borough.
