To maintain this pool, Black & McDonald Limited advertises annually to solicit local sub-contractor participation. Black & McDonald Limited will ensure bidding opportunities are distributed equitably among the sub-contractors in the pool. Black & McDonald Limited is seeking submissions from contractors that hold valid Facility Security Clearance (FSC) at the level of SECRET and/or contractors who are willing to begin the clearance process if sponsored by Black & McDonald.
