RFSQ for professional general contracting services for small capital projects and emergency capital Projects This Request for Supplier Qualifications ("RFSQ") is an invitation by the City of Toronto ("the City") to prospective Respondents to prequalify for future eligibility to provide professional general contracting services for a total of approximately 350 small capital projects and emergency capital projects per year for the City of Toronto Project Management Office, Corporate Real Estate Management Division. Where a Work Assignment having a cost under $70,000 value including construction contingency and cash allowances where applicable HST excluded, the Work Assignment shall be assigned in accordance with the Rotational Process set out in Schedule B1 of Part 4- Form of Agreement. Where a Work Assignment having a cost exceeding $70,000 value including construction contingency and cash allowances where applicable HST excluded, all vendors on the roster list will be required to participate second stage competitive bidding process. The City will issue an RFQ to all Rosters Vendors on the Roster List in accordance with the RFQ Process set out in Schedule B2 of Part 4- Form of Agreement. The City will award future work assignments pursuant to the process described in both schedule B1 and B2 of Work Assignment Process and will be subject to the terms and conditions described in Part 4 - Form of Agreement. The term of the pre-qualified Successful Respondents list is to be for a period of 2 years with the option to renew for additional one (1) year option terms. 2.1 Description of Deliverables As noted in section 1.1 of this document, this RFSQ is an invitation to qualify for the provision of General Contractors for various service categories related to small capital projects and emergency capital projects for the Facility Management Office of the Corporate Real Estate Division of the City of Toronto. 2.1.1 Key Deliverable The Contractor will provide general contracting services and may retain specialty sub-contractors as necessary to execute small capital projects and emergency capital projects at Municipal Buildings and Properties. The Contractor shall furnish all labour, materials, equipment and supervision for the projects at specified locations. All work may include, but not necessarily be limited to the summary below: 2.1.1.1. Provide log book on site detailing work being carried out by trades with a labour count on a daily basis. 2.1.1.2. Planning, scheduling, co-ordination and supervision of all sub-trades and work during the implementation of the scope of work. Ensure that sub-trades are coordinated in a manner to cause the least amount of disruption to adjacent building occupants and shortest project duration. 2.1.1.3. Site preparation and removals, protection of existing buildings, properties and adjacent areas to the work. 2.1.1.4. Responsible for having all necessary permits on site. 2.1.1.5. Shop drawings, operating & maintenance Manuals, and other project closeout documents. 2.2 Work Plans, Project Method It is important that the project or Services are started and completed in an efficient and effective manner. The Successful Respondent is requested to provide: 2.2.1 For each deliverable provide sufficient detail for the reviewers to evaluate the value of the effort expended. 2.2.2 Proposed Services / project staffing over the assignment period should include numbers by "classification" for key staff as well as all other staff. 2.2.3 State assumptions regarding roles and involvement of City staff and the estimated amount of their time involvement. 3. GENERAL REQUIREMENTS The Successful Respondent(s) shall: 1) ensure that the appropriate quality and quantity of Personnel is available to support the undertaking of Services in a timely manner; 2) ensure that the Services are undertaken by professional, knowledgeable and accountable Personnel; 3) ensure that Personnel undertaking projects have the appropriate experience, and professional designations from the appropriate governing body in each field; 4) ensure that Personnel on-site are in compliance with all of Schedule B to Appendix C. Occupational Health & Safety. 2.3 Additional Requirements The Contractor must provide all labour, material, tools, equipment, safety barricades, storage enclosures as required, trash bins, protective covers, supervision and all other necessary items for all site preparation, installation and service for the Work. No equipment, labour, materials or storage facilities, will be provided by the City unless noted otherwise on the project drawings and specifications. The term of the pre-qualified Successful Respondents list is to be for a period of 2 years with the option to renew for additional one (1) year option terms.
