As it stands, the city's total FY24 budget is about $290 million, and capital projects make up about 24% of that total. About $10 million has been reserved for concrete and asphalt repairs and resurfacing on the city's streets, alleys and sidewalks. About $8 million of this total will come from the city's general fund and the remaining $2 million will come from American Rescue Plan Act funding. One of the largest individual capital expenses would be replacing rooftop heating, ventilation and air conditioning units at Grossinger Motors Arena, which is estimated to be $5 million. Bloomington Facilities Director Russ Waller said the replacements are essential to keep the building operational because the units are severely deteriorated and use a refrigerant that is no longer available. "They do currently function so there's not an immediate need but if we don't (move forward) and we don't get the design done, which is currently in progress, but if we don't move forward with this then we're going to run into an emergency situation, which we don't want," Waller said. Other facility projects include $800,00 in life safety improvements to Bloomington City Hall to keep the building in compliance with the Americans with Disabilities Act, continuing work from last year. Elevators still are under design and need to be constructed, and some fire alarms also need to be replaced. "It's a hefty amount but there's a lot involved in that work," Waller said. Other government buildings will be tuckpointed and sealed at a cost of $200,000. One of the biggest water and sewer expenses involves a pump station as part of systemwide distribution improvements for drinking water. Land acquisition, final design and other related improvements amount to about $3 million. Bloomington Public Works Director Kevin Kothe said he made a presentation to the city about a year ago regarding distribution improvements and a new pump station on the east side will help to achieve that goal. "This is tens of millions of dollars of water system improvements," Kothe said. "That's why that design component is a pretty hefty amount, but it's very necessary to continue forward." The Bloomington City Council is expected to vote on the budget April 10. Police spending The council also heard a presentation from Bloomington Police Chief Al Simington on the gun violence prevention measures the department hopes to fund with a $500,000 grant from the Illinois Department of Commerce and Economic Opportunity. The department looks to spend $162,000 for access to the National Integrated Ballistics Information Network, a specialized computer network that contains digital images of ballistic evidence that could provide investigative leads to shots fired incidents in a timely manner. It also plans to buy two mobile public safety trailer cameras for $70,000 to deter crime at public gatherings and violent crimes hotspots. Another $56,000 would go towards unmanned aerial vehicles and any relevant training. _______________________________________________________________________________________________________________________________ This project consists of the following major work items: 1. Operating Engineer - Various Hrs. 2. Truck Driver - Various Hrs. 3. Laborer - Various Hrs. 4. Cement Mason - Various Hrs. and other necessary items and incidentals. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. A pre-bid meeting/site visit will not be held for this solicitation. It is highly suggested that interested parties understand the requirements of the solicitation before submitting a response. Consultants must provide proof of conformance with any applicable Federal/State/Local permits, licenses, certifications, etc., Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12) including Public Act 100-1177 effective June 1, 2019. All questions related to this Invitation to bid (ITB) shall be submitted in writing through the Procure Now Question/Answer Tab via the City's e-Procurement portal, on or before, Monday, April 3, 2023 by 3:00pm.
