Proposals received after the bid deadline will not be read. Proposals containing any reservations not provided for in the forms furnished will be rejected. The Iowa DOT reserves the right to waive technicalities and reject any or all bids. Unless otherwise specified, a bidder must submit a proposal guaranty/bid bond with each bid as per Article 1102.11 of the Standard Specifications. Failure to execute a contract and file an acceptable performance bond and certificate of insurance within 30 days of the approval date for awarding the contract will be just and sufficient cause for the denial of the award and forfeiture of the proposal guaranty. The Iowa DOT (or other approved contracting authority) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Minimum wage rates for all federal-aid projects have been predetermined by the U.S. Secretary of Labor and are set forth in the specifications. However, this does not apply to projects off the federal-aid highway system. All federal-aid projects are subject to the Contract Work Hours Standards Act, as amended (title I of Pub. L. 87-581, Aug. 13, 1962, 75 Stat.357) and implementing regulations. IADOT - 203 - HMA Patching - Iowa 100 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Iowa Department of Transportation STANDARD SPECIFICATIONS FOR HIGHWAY AND BRIDGE CONSTRUCTION, SERIES 2015, plus applicable General Supplemental Specifications, Developmental Specifications, Supplemental Specifications AND Special Provisions shall apply to construction work on this contract. WINTER WORK The free time allowed between November 15 and April 1 will not be permitted on this project. The Contractor shall work during the winter on all working days as defined in Article 1101.03 'Working Day. DS-15007 DEVELOPMENTAL SPECIFICATIONS FOR CONTRACTOR STOCKPILED SHOULDER MATERIAL DS-15095 DEVELOPMENTAL SPECIFICATIONS FOR ELECTRONIC TICKETING GS-15016 GENERAL SUPPLEMENTAL SPECIFICATIONS FOR HIGHWAY AND BRIDGE CONSTRUCTION 15007.01 DESCRIPTION. Furnish granular shoulder material for the contracting authority's use. The granular shoulder material may be Class A Crushed Stone or RAP, at the Contractor's option. Stockpile material at location(s) identified in the contract documents. 15007.02 MATERIALS AND EQUIPMENT. A. For Class A Crushed Stone, furnish material meeting the requirements of Article 4120.04 of the Standard Specifications. B. For RAP, meet the following: 1. RAP shall be generated from pavement scarification on the contract. 2. Process RAP so 100% of the material passes the 1.5 inch sieve. RAP shall not be further processed. C. Use weighing equipment meeting the requirements of Article 2001.07 of the Standard Specifications. 15007.03 CONSTRUCTION. A. Location(s) for delivery of shoulder material will be identified in the contract documents. B. Contact the Engineer at least 48 hours prior to stockpiling. C. Stockpile locations will be available from 8:00 a.m. to 4:30 p.m., Monday through Thursday, or other times with permission of the Engineer. D. Stockpiles shall be constructed utilizing generally accepted methods of stockpiling A. This work shall consist of providing electronic material tickets for all loads of flexible paving mixture or ready mixed PCC delivered to the project. Electronic ticketing will only be required for the primary material supplied to the project, i.e. flexible paving mixture for an HMA resurfacing project or PCC for a PCC paving project. Electronic tickets for other materials supplied to a project may be submitted at the Contractor's option. The Contractor/supplier can use the plant ticketing system of their choice to create the material ticket data.
