The Massachusetts Bay Transportation Authority is soliciting Engineering Services (ES) for the Inspection and Rating of MBTA Culverts Systemwide. Culverts are critical components of the structural system that supports railroad and Transit tracks. They are often constructed as a conduit for water or passageways for animals' underneath railroad tracks. As hydraulic and hydrologic structures, culverts are susceptible to scour, which may undermine structural integrity and compromise safety. Per FHWA, a culvert is a structure less than 20 feet in span measured parallel to tracks that directly support traffic loads. Per FRA, a culvert is defined as a structure less than 10 feet span. MBTA adopts both definitions, depending on what revenue service the structure supports. The Scope of Services includes, but is not limited to, interagency coordination, commuter rail coordination, review of existing inspection/rating reports and drawings, research and data gathering, in-depth routine inspection, special inspections, the input of inspection data into the MBTA database system, submission of inspection reports with recommendations, load rating calculations where applicable, submission of load rating reports with recommendations, coordination of data for input into the MBTA Asset Management Database Trapeze, and limited structural repair design. Field data collection may be digital, consistent with Trapeze, or any other proprietary Bridge/Culvert Management application at the discretion of the MBTA. The scope of services may also include updating culvert inspection and rating policies and procedures and the development of standard culvert repair design documents and details MBTA CONTRACT NO : Z08PS09 The maximum ceiling limit for the total of all consultant contracts is $7,500,000. The contract duration will be four (4) years, with the possibility to extend the contract for two periods of one (1) year each. Responses to the Request for Qualification shall include one (1) digital copy, submitted via Box.com of a current Standard Form (SF) 330 - Architect/Engineer Qualification Questionnaire for all proposed team members, including DBE and other proposed sub-consultant firms. In addition, all firms including subconsultants must submit as part of the Statement of Qualifications, an Affirmative Action Plan, Employee Profile, and the most current Massachusetts Unified Certification Program (MassUCP) Disadvantaged Business Enterprise (DBE) Certification Letters. The prime consultant must describe how they plan to achieve the project goal of twenty (20%) DBE participation. Only MassUCP-certified DBE firm participation will be attributed to the DBE goal for this project. The MBTA reserves the right to cancel this procurement or to reject any or all Statements of Qualifications. The method of Contractor Selection has not been Determined at this time
