The City of Sanford, North Carolina, is requesting proposals from qualified consulting firms to provide professional services for the administration of a Small Cities Community Development Block Grant (CDBG) in the Neighborhood Revitalization category through the NC Dept. of Commerce. The FY 2022 CDBG-NR program will be financed with $4,947,521 of CDBG funds (100% of total program costs). The CDBG-NR project scope will be to install public infrastructure for both existing and new single-family houses, located along Charlotte Street from 11th to 17th Streets (existing area) and serving the Jackson Heights neighborhood in Sanford, NC, currently under construction. The project partner/developer is Brick Capital Community Development Corporation (BCCDC) from Sanford, NC. The infrastructure project will include 1,970 LF of new streets, 2,350 LF of street resurfacing, 4,150 LF of sidewalks, 1,800 LF of multi-use path, 2,670 LF of flood and drainage improvements/curb and gutter, 250 LF of 6" water line; and 680 LF of sewer line. In addition to the new sewer hook-ups, two existing dwellings will hook up to a sewer line which will allow for the entire area to benefit through improved flow. The public infrastructure improvements will allow adequate public utility services to be developed and serve the new single family lots in Brick Capital's development (Jackson Heights). This project will benefit housing needs of low and moderate income individuals for both existing and new homeowners The City is soliciting proposals for grant administration services to assist the City in the administration and management of this project in compliance with all applicable requirements under the North Carolina CDBG Program. The fee for grant administration services will be paid with CDBG funds. Grant administration services shall include, but are not limited to, standard tasks necessary for the implementation of the project in conformance with the following CDBG compliance areas: 1. Environmental Review Preparation, Request for Release of Funds and other funding conditions; 2. Citizen Participation Compliance; 3. Fair Housing Plan, quarterly activities and related compliance reports; 4. Equal Employment and Procurement Compliance; 5. Section 3 Compliance; 6. Section 504 Compliance; 7. Completion of Language Access Plan and Analysis of Impediments; 8. Code of Conduct Policy 9. Excessive Force Policy 10. Completion of Anti-Displacement and Relocation Assistance Plan; 11. Complaints and Grievance Procedures for Compliance Plans; 12. Labor Standards Compliance; 13. Completion of all required reports and documentation; 14. Assistance with Financial Reimbursements Forms; 15. Setting up and managing official records, case files; 16. Assistance to the City's Engineering Department with procurement of services relative to infrastructure improvements; 17. Coordination of the project with Brick Capital Community Development Corporation (Brick Capital CDC); and 18. Assistance with and/or compliance review of procurement procedures for other professional services including those handled by the City of Sanford Engineering Staff and Brick Capital CDC throughout the project. 19. Preparation and assistance with Closeout documents and project monitoring. The services will not include the disbursement or account of funds distributed by the City's, financial officer, legal advice, fiscal audits, or assistance with activities not related to the CDBG-NR project. Proposal Submission: Submissions provided to the City shall include at a minimum: 1. Individual or Firm Information: the consultant or firm's legal name, address, email, and telephone number, the principal(s) of the firm and their experience and qualifications; 2. CDBG Grant Administration Experience: description of specialized experience and technical competence of the staff to be assigned to the project with respect to CDBG grant administration, description of firm's prior experience, including any similar projects (in particular those funded by CDBG), size of community, location, total construction cost, and name of local official knowledgeable regarding the firm's performance. 3. Include at least three references and resumes of project team personnel; 4. Consultant / Firm Capability: description of firm's current work activities, capability of carrying out all aspects of CDBG related activities relative to the City of Sanford's grant administration deadlines, and firm's anticipated availability during the term of the project; 5. Cost of Services: Indicate hourly rates of key personnel, a not-to-exceed fee for service and explanation of the basis for the fees; 6. Documentation of compliance with state and federal debarment/ eligibility requirements; 7. Documentation of Section 3 Business status. The Method of Contractor Selection has not been determined at this time.
