Howell Co., LLC Contractor Awarded Address: Plainview, NY 11803 USA Base and All Options Value (Total Contract Value): $43,932,837.0 Solicitation Number: W912DS-19-R-0014 Contract Number: W912DS-19-C-0031-L Building 607 Lincoln Hall - Advanced Notice to Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for the renovation of Building 607, Lincoln Hall, including supporting work. This project will be solicited as an unrestricted Best Value Trade Off (BVTO) procurement via a Request for Proposal. Project Description: Building 607 Lincoln Hall is a 60,495 gross square foot (GSF) four story facility with three basement levels originally designed/constructed as a Bachelor Officer's Quarters in 1909 by Cram, Goodhue, and Ferguson. It was renovated in 1987 to support academic departmental use. The building is one of many buildings that was encompassed to the USMA National Historic Landmark District (NHLD) in 1966, and it is listed on the National Register of Historic Places (NRHP). No significant renovations have occurred since 1987 when the building was converted from Bachelor Officer's Quarters to its current use as a General Instruction Building; and all of the major building systems are failing, broken or unserviceable. This project will repair failed and failing building systems including superstructure, substructure, building envelope, doors, windows, interior walls, partitions, interior finishes, conveying systems, roofing, mechanical, electrical, fire protection, plumbing, electric power/lighting, and electrical systems, and will provide full interior reconfiguration, and remove and demolish failing systems and components. Any hazardous materials will be abated according to West Point, Federal, and State requirements. It is anticipated that the RFP will be posted electronically via the SAM.gov on or about 20 May 2023 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM.gov website for any amendments. Bidders/Offerors are required to be registered in the Central Contractor Registry (see www.ccr.gov). The period of performance for this project is approximately 811 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction is estimated to cost between $25,000,000 and $100,000,000. Proposals/offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division, via email to the Contract Specialist and Contracting Officer. All questions must be submitted in writing via email, fax, or mail. SAM.gov will be utilized to issue the Solicitation and any amendments, if any. Telephone, email, or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with SAM. Business opportunities can be located in SAM.gov. To keep informed of changes, check SAM.gov frequently. Project specification files and drawings are portable document files (PDF). Prospective contractors must be registered in SAM.gov prior to award. Lack of registration in SAM.gov may make an offeror ineligible for award.
