Questions Deadline: March 20, 2023 Questions can be sent to: purchasing.info@epwater.org Engineer Estimate: $3,737,733.97 - $4,360,689.63 The work under this contract shall be for furnishing all labor, materials, transportation, and services for the construction and installation of the following work: Removal of approximately 3 miles of the top 8 inches of the of dirt road. This 8-inch removal is only for the 30-foot width of the proposed road. Leveling and grading approximately 3 miles of the additional dirt road outside of the proposed 30-foot road. These areas can consist of native material. Leveling and grading approximately 3 miles of new road which will include a 2% crown. Additional base material will be installed within the 30-foot width to elevate the driving surface and provide drainage. Install driving surface with a minimum 8-inch treated base material as shown on the plans and specified. Construction of swales on both sides of the approximate 3 miles of new road. Implementation of TPDES requirements, traffic control, support of existing utilities (high pressure gas lines are in the project vicinity), and all labor and materials necessary to provide a complete project in accordance with the plans and specifications. Closure of existing railroad crossing Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of five percent of the amount bid. The Successful Bidder states he or she must furnish a 100 percent (100%) Performance Bond and a 100 percent (100%) Payment Bond, in accordance with the Instructions to Bidders and the General Conditions. Bids shall be submitted at the time and place indicated in the Advertisement or Invitation to Bid and shall be enclosed in an opaque, sealed envelope marked with the Project title (and, if applicable, the designated portion of the Project for which the Bid is submitted), name and address of the Bidder and accompanied by the Bid security and other required documents. If the Bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation BID ENCLOSED on the face of it. The Bid proposal package shall include one original, three copies and an electronic version of the bid, containing a copy of the full bid package submitted, saved on a USB drive. By submission of the bid, Bidder fully understands the requirements of the Contract Documents and agrees to comply with all requirements thereof. Wages paid on this project shall be not less than the minimum prevailing wage rates listed in the Contract Documents, Section 00840, General Wage Requirements. The El Paso Water Utilities (EPWU) adheres to the Cone of Silence policy which prohibits any communication regarding the bid between potential bidders (and subcontractors) and EPWU Board Members, Staff, and assigned Consulting Engineers. The provisions do not apply to oral communications with Purchasing Agent or Administrative Analyst, provided the communications is limited strictly to matters of process or procedure already contained in the solicitation document, oral communications at pre-bid conferences, or communications in writing (email preferred) submitted to the Administrative Analyst in response to inquiries regarding the bid. In addition to any other penalties provided by law, violation of the Cone of Silence by any bidder shall render that bidders bid voidable. Any person having personal knowledge of a violation of these provisions shall report such violations to the EPWU General Counsel and/or the Purchasing Agent in writing. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 25% FOR SMALL LOCALLY-OWNED BUSINESSES 10% FOR MINORITY-OWNED BUSINESSES 7% FOR WOMEN-OWNED BUSINESSES
