As of February 22, 2024, a design team has been identified. The Cape Fear Public Utility Authority (CFPUA) is seeking developer services to provide on call support for its extensive water and wastewater SCADA systems. This system is comprised of two water treatment facilities, two wastewater treatment facilities, approximately 170 lift stations, 56 well sites and 10 water towers. Tasks may include providing periodic support, troubleshooting, and resolution for system issues, as well as system updates and modifications to better provide operational monitoring and control of the facilities. It may also include modifications and/or additions to the SCADA system's Wonderware HMI applications, programmable logic controllers (PLCs), Automation system troubleshooting and root cause analysis, and troubleshooting the SCADA communications systems. Developers that will be providing support, must be independently certified in Aveva Application Developer for Application Server, InTouch for System Platform, Historian Server, and Historian Client. This must be for 2020 or newer. The contract amount is $185,000 in potential professional service fees and there is no assurance that task orders will accumulate to that amount. Contract duration shall be for up to two years. SOQ's shall be limited to twenty-five (25)-pages or less, excluding cover page, tabs, resumes and appendices. Firms submitting Qualifications are encouraged to carefully check them for conformance to the requirements stated herein. Qualifications that do not meet ALL the below listed requirements or are sent to any address other than those shown below, will be disqualified. No exception will be granted. Firms submitting Qualifications to perform on call developer services will be evaluated based upon the firm's experience, proposed personnel experience with systems like CFPUA, and personnel knowledge and familiarity with projects in the typical scope of work. This scope is defined in the General section of this Request for Qualifications.
