Site work and paving for a mixed-use development in Fairhaven, Massachusetts. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The work to be done under this Contract consists of furnishing all necessary labor, materials, and equipment required for the sidewalk rehabilitation proposed at various locations within the Town. The work includes removing and resetting existing granite curb; installing new granite curb or precast concrete curb as directed; reconstructing or constructing new cement concrete; driveway aprons, and pedestrian curb ramps conforming to ADA/AAB requirements adjusting drainage and sanitary structures; safety controls and signing for construction operations; and other miscellaneous items of work Addenda, if issued, will be notified by e-mail to every individual or firm on record as having received a set of Contract Documents. Valid email address provided at the time of receiving a Contract Documents at pick up or the provided email used to electronically receive the Contract Documents shall be used. Hard copies of addenda will not be mailed or faxed. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda, whether or not the addenda are presented, or received by the Bidder. The date that the Bidding Documents are picked up or electronically submitted to prospective bidders from the Issuing Office will be considered the Bidder's date of receipt of the Contract Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Contractors are preferred to be pre-qualified (or officially waived contractor) with the Massachusetts Department of Transportation at the time of submitting their bid to the Town. The MassDOT Prequalification Office will provide the Town with an official and a waiver contractor list for all contractors prequalified in the specified class of work within the parameters of this project. A bid bond, cash, or a certified or Treasurer's check in an amount not less than twentyfive percent (25%) of the value of the proposed work must accompany all bids submitted in response to this Invitation for Bids. Attention of the Bidder is called to the requirements for minimum prevailing wage rates to be paid under this Contract and the reporting associated thereto. Minimum prevailing wage rates are required as per M.G.L, c, 149, to 27D, inclusive. Minimum prevailing wage rates determined by the Commissioner are as contained in the Supplementary Conditions section of the Contract Documents. A bid bond, cash, or a certified or Treasurer's check in an amount not less than twentyfive percent (25%) of the value of the proposed work must accompany all bids submitted in response to this Invitation for Bids. Bids for this Contract are subject to the provisions of M.G.L. c. 30, 39M. The successful Bidder will be required to furnish a Payment and Performance Bond, with a surety company which is acceptable to Owner, each in the amount of twenty-five percent (25%) of the Contract Amount. Surety Bonds: Labor & Materials Payment and Performance Bond - twentyfive percent (25%) of Contract Price Insurance Coverage is required at the time of award. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids, and if a contract is awarded to a bidder within that 30-day period, the bidder also agrees that if its bid is one of the three lowest bids, it shall not withdraw its bid until a contract is executed between the Town and the successful bidder. The Town of Fairhaven reserves the right to accept any bid, in whole or in part, to reject any/or all bids, and to waive minor irregularities and/or informalities as it deems to be in the best interest of the Town. To receive consideration, questions shall be submitted in writing to Joshua Crabb, at Fairhaven Board of Public Works., before 4:00 p.m. Friday, April 7, 2023. Questions shall be emailed to bpw@fairhaven-ma.gov. The work to be done under this contract shall be in accordance with these specifications and referenced standards and includes sidewalk rehabilitation along select roadways Town-wide, including full-depth patching, removing and resetting existing granite curbing or edging, installing new granite curbing or edging, installing new cement concrete curbing, installing hot mix asphalt curb, reconstructing cement concrete or hot mix asphalt sidewalks, constructing driveway aprons and pedestrian curb ramps conforming to ADA/AAB requirements, minor drainage and sanitary sewer structure alterations, including adjusting drainage and sanitary structures and replacing or installing new catch basins and manholes as directed, tree removal and trimming, fence removing, resetting, and replacing, loam and seed, pavement markings, safety controls and signage for construction operations, and all other incidental items. All work shall be performed in accordance with these specifications and completed within the identified bid items. B. Much of the work included in this project is anticipated to be performed as a "book job" based on these specifications, the provided details, referenced standards, and the direction of the Highway Superintendent or their designated representative. C. The locations of sidewalk work to be performed under this contract will be provided by the Highway Superintendent or their designated representative at the time of work being requested periodically throughout the construction season. The Town of Fairhaven reserves the right to change, modify, increase or decrease the locations and limits of work, add or remove any of the locations, change the priority of the requests, and change the method of sidewalk rehabilitation at its discretion. The Town also reserves the right to increase or decrease quantities of items without renegotiation of unit prices.
