Renovation of a municipal facility in Lincoln, Nebraska. Completed plans call for the renovation of a municipal facility.
The documents upon which all bids are to be based include the Instructions to Bidders, Performance and Labor and Material Payment Bond, Contract, General Conditions, Special Conditions, Technical Specifications, Drawings (if any), and all written modifications incorporated in these Documents before their execution, which are collectively referred to as the Contract Documents. Each bid must include the full name and business address of the bidder and be legibly signed by the bidder. A bid by a firm or organization other than a corporation must include the name and address of each member. A bid by a corporation must be signed in the name of such corporation by the president of the corporation or by an officer of the corporation authorized by it to sign the bid. If any officer other than the president signs the bid, a copy of the corporate authority authorizing the officer to sign the bid shall be attached to the bid. Bids shall be based on the specifications and descriptive matter of the construction project, as described by LES. Bids shall not contain any recapitulation of the specifications and descriptive matter describing the work to be performed. Except when otherwise specified, bidders must quote on all base items appearing on the proposal form. Any alterations or erasures in the bid document shall be initialed by the authorized representative signing the bid. No oral or telephone proposals or modifications of the bid will be considered. In the event of a discrepancy between the prices quoted in the bidder's proposal, in words and figures, the words shall control. In the event individual bid items are incorrectly totaled, the correct total will control. With each bid, the bidder shall submit the number of prints, specifications and all information required by LES in its proposal form. Prior to bid submission, all bidders shall visit and carefully inspect the proposed site of the work and fully inform themselves as to the general or special conditions that may be encountered. Failure to inspect the site will not relieve bidders from responsibility for properly estimating the difficulty and cost of successfully performing the work. Communications and technical questions concerning this Bid shall be submitted using the LES Online Procurement System. LES may, in its sole discretion, reject any or all bids, or waive minor defects, irregularities, or informalities therein. LES will award the contract to the lowest responsible bidder whose bid best complies with the Contract Documents. At the option of LES, in order to demonstrate its qualifications to perform the work described herein, each bidder shall be prepared to submit, within five days after the bids are opened, a detailed written showing of financial responsibility, relevant similar experience, present commitments, and such other relevant information as may be required by LES. Each bidder shall state in their bid the date upon which the construction project shall be completed. The time required for such completion is hereby made an essential element of the contract. Bids received after the time and date established for receiving bids will be rejected. LES shall not incur any liability for any costs incurred by vendors in replying to this solicitation, including any activity related to responding on this solicitation.
