The Work is comprised of a single Contract: Contract No. 1 - General Construction.Work generally consists of general construction associated with the furnishing and installation of approximately 1,450 feet of new buried 36-inch diameter PVC water main; installation of approximately 280 feet of new 36-inch fusible PVC water main by non-cased bore; installation of approximately 100 feet of new buried 16-inch diameter PVC water main; installation of a new electric actuator on an existing 24-inch butterfly valve, and associated appurtenances; electrical equipment and Work including bringing power to an electric actuator, furnishing and installing a new programable logic control module, power, and conduit (programming shall be provided by the Owner), at the Fargo Ground Storage Reservoir and Pump Station. Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to the City of Fargo, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. The City of Fargo reserves the right to reject any and all Bids, to waive any informality in any Bid, to hold all Bids for a period not to exceed sixty (60) days from the date of opening Bids. All Work shall be performed in accordance with the Bidding Documents on file in the Office of City of Fargo, ND where they may be seen and examined. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05. Each Bid shall contain a copy of the Contractor's license or certificate of renewal thereof issued by the Secretary of State in the OUTSIDE envelope. Equal Employment Opportunity and Affirmative Action Requirements, Davis-bacon Wage Rate Requirements, and American Iron and Steel (Ais) Requirement, as Well as Any Protected Class as Required by Law, as Explained in the Specifications. These Requirements, and Any Corresponding Certifications Associated With Them, Will Need to Be Submitted Before Final Project Closeout. The requirements for Bidders and Contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project.
