Demolition, site work and new construction of a municipal facility in Nantucket, Massachusetts. Conceptual plans call for the construction of a 2,200-square-foot municipal facility; for site work for a municipal facility; and for the demolition of a municipal facility.

The Town of Nantucket is requesting qualified designers to submit applications stating their qualifications to provide designer services in connection with the replacement of the Nantucket Harbormaster Building to include: the preparation of plans, specifications, cost estimating, construction documents and construction administration for the demolition of the existing 1,400+- sf. Harbormaster building and replacement with a new, 2,200+- sf. Harbormaster office and public toilet facilities located at 34 Washington Street, Nantucket, MA. Any contract regarding this bid must be approved by the Town of Nantucket and the Town reserves the right to reject any and all proposals if it is in its best interest to do so. Review of prior architectural design and specifications that have been previously completed for this project. These design drawings are attached to this RFQ in Attachment B. Project completion date is estimated to be early 2025. Only ONE (1) hardcopy of the application and one (1) One USB Thumb-drive must be submitted in a sealed envelope marked Application for Designer Services for the Nantucket Harbormaster Building. All complete and responsive applications will be evaluated and a short list of finalists will be developed. The finalists may be interviewed and a final selection made after the completion of the process. The successful applicant will be required to: furnish all the necessary personnel, materials, services, equipment, facilities (except as otherwise specified herein) to perform as detailed Scope of Work issued hereunder for design and engineering services for the Town. The services to include, but not necessarily be limited to: building programming; site master planning; landscape architecture; plumbing, electrical and mechanical systems; code compliance; fire protection; as well as, environmental permitting; site lighting and interior design. The work will include final Architectural Design, Preliminary through Final Civil, Structural, and Mechanical and Electrical Engineering Design, Bidding Assistance, and Construction Administration Services subject to the independent review process provided for by M.G.L. Ch. 7c, sec 38H(i) (the "Designer Selection Statute"). Questions concerning this RFQ must be emailed to Robin Dugan, Office Administrator by email rdugan@police.Nantucket-MA.gov, Monday - Friday, 8:00 am - 4:00 pm. Questions must be submitted prior to 4:00 p.m., Monday, May 1, 2023. Written responses will be posted on the procurement website posting as an Addenda. The selection process is governed by M.G.L. C. 7c, sec. 38D, et seq. (the "Designer Selection Statute") The minimum qualifications and comparative evaluation criteria are set forth below. Each applicant must be an architect registered in Massachusetts and must have experience in the design of public buildings in Massachusetts. The Town will evaluate all applications submitted, eliminate any applications that do not meet the Minimum Criteria, develop a 'short list' of applicants, and schedule interviews with those applicants. The contract will be awarded in accordance with the Designer Selection Statute. The Designer's fee will be negotiated. The Designer will execute a contract prepared by the Town. The Designer will also be required to execute a Certificate of Non-Collusion and Certificate of Tax Compliance, as required by law. The Designer will perform the following services in connection with the Project: o Make presentations of the Project to local boards having jurisdiction and attend such other local or other meetings as may be necessary or appropriate o Provide schematic design, design development drawings, working drawings and specifications for construction of the Project. All plans shall conform to the current Massachusetts State Building Code, the Americans with Disabilities Act and Massachusetts Architectural Access Board regulations and all local bylaws and regulations governing the Project o Provide estimate of construction and associated costs o Prepare bid and contract documents and assist Town in evaluating and awarding bids and sub-bids o Revise bid and contract documents if bids exceed the Town's construction budget o Provide standard architectural services during construction including construction administration, inspection, review of shop drawings, performance and acceptance testing, coordination of design documents and specifications of consultants such as structural and other engineers o Provide such other designer services as may be necessary to bring the Project to completion III. Minimum Qualifications of Designer The Designer must meet the following minimum qualifications: o Demonstrate a minimum of five years experience in providing design services for commercial buildings in Massachusetts. o Demonstrate knowledge of and experience with Massachusetts public construction laws and procedures. o Demonstrate knowledge of design services for Marine environment structures. o Demonstrate knowledge of Nantucket architectural design limitations. o Demonstrate effective client relationship in prior projects. o Possess all necessary current licenses and registrations to qualify under Massachusetts law to perform the function of the designer of the Project. o Provide evidence of insurance for general liability ($2 million combined single limit), automobile ($2 million combined single limit), worker's compensation (statutory) and professional services liability ($2 million minimum) o The applicant shall not be debarred under M.G.L. ch. 149, sec. 44C or disqualified under M.G.L. ch. 7c, sec. 38D IV. Requirements for ApplicationResponding Designers are to address each of the following requirements in a clearly labeled section of their response and in the same order. 1. Name and address of applicant. 2. Brief resume of principals and of the staff to be assigned to the Project. 3. List of projects which would best illustrate qualifications for the Project. References must be included. 4. Names of engineers and other consultants that may be used for the Project. 5. Statement of the scope and type of services proposed for Project. 6. Work plan and schedule which reflects timetable for completion of Project. 7. Statement of any legal or administrative proceedings pending or concluded adversely to the applicant within the past five (5) years which relate to the applicant's performance of this type of work.8. Appropriate certificates of insurance. 9. Evidence of financial stability. In addition, each applicant must submit a written application, which includes responses to the items required in the standard "Standard Designer Application Form for Municipalities and Public Agencies not within DSB Jurisdiction (Updated July 2016)". (Attachment A) V. Evaluation Process The Town will evaluate all applications submitted. Any application which fails to meet any of the minimum qualifications will be rejected as non-responsive. In addition to the minimum qualifications, the Town will consider the following comparative criteria. These matters should be addressed in the written application and will be explored further in any interview with the applicant. 1. Experience with commercial, historic restoration/renovation, and public building projects. a. Recent Relevant Experience: with projects comparable to the proposed project, specifically with regard to historic renovation. Further, Designer must demonstrate knowledge of (and experience with) any special requirements for climate controlled facilities operating as this one will a Shellfish Propagation Program. Designer to describe relevant municipal site master planning, permitting and renovations to municipal buildings 2. Ability to manage project design schedule a. Proposed Schedule: Provide an outline and proposed project schedule 3. Record of projects being completed as designed, on time and within budget and the degree of satisfaction of the owner. a. Proposer's past schedule performance history: demonstrated past performance with a discussion of rationale behind the history that communicates the firm's understanding of project reality, project history of budget and final actual costs with dates. 4. Depth and breadth of experience and qualifications for personnel to be assigned to the Project. a. Key Personnel: Professional background, caliber and staff availability for project; quantify staff and discipline; describe the % of time to be committed to the project by the key members of the project team.b. Outside Consultants: Qualifications and experience of firms regularly engaged by the architect; describe the % of time to be committed to the project by the leadership of the project team. c. Team Organization: Chart and describe team organization, listing key individuals. d. Ability to work with town committees, officers and contractors. The Town will evaluate written applications and check such references as may be appropriate. The Town will develop a short list of finalists and interview those finalists. The final selection will be made after the interview process is complete. VI. General Provisions 1. The Town reserves the right to reject any and all applications and to waive any informality whenever such rejection or waiver is in the best interests of the Town. 2. The Town will not be responsible for any expenses incurred in the preparation or submission of applications by the applicants. Each application should provide a concise explanation of the applicant's capacity to satisfy the requirements of this RFQ. Emphasis should be placed on clarity of content. 3. The application, and any subsequent contract for services, shall be governed by applicable Massachusetts law. 4. Upon submission, all applications, plans and specifications will become the property of the Town and will be subject to disclosure in accordance with the Massachusetts Public Records Law. 5. The selected Designer will be required to comply with all applicable federal state and local laws, ordinances and regulations. 6. The Town is an Affirmative Action/Equal Opportunity Employer.
