As of February 7, 2024, an architect has been selected to provide phase 1 and 2. Site selection is in progress. A firm timeline for Phase 2 and 4 design has not been determined. A timeline for construction has not been determined. *The closed solicitation has been included below for reference: The Camas-Washougal Fire Department (CWFD) solicits interest from consulting firms, or teams, with expertise in Fire Station design, construction, and analysis, property acquisition, public outreach and involvement, and public affairs, as it pertains to the siting of a new Headquarters Station for the CWFD. The total site requirement for a new headquarters station is estimated to be a minimum of 0.75 acres. "Phase 1" and "Phase 2" work are anticipated to be scoped and contracted for under one professional services agreement immediately after selection of a consultant team. Phases 3 and 4 as described in this Request for Qualifications (RFQ) are anticipated to be through development of a contract amendment once the site has been selected and funding for design and construction have been secured. CWFD Headquarters Replacement: The existing CWFD Station 41 residing in Camas City Hall is in need of immediate replacement. The replacement station will become the new CWFD Headquarters Station, located in the core of the department's response area and would house response personnel, apparatuses, administrative staff and the Fire Marshal's Office. Phases 1 and 2 will be locally funded through the CWFD Budget supported through the City of Camas General Fund. CWFD Headquarters Replacement: The existing CWFD Station 41 residing in Camas City Hall is in need of immediate replacement. The replacement station will become the new CWFD Headquarters Station, located in the core of the department's response area and would house response personnel, apparatuses, administrative staff and the Fire Marshal's Office. The work will be divided into multiple "Phases" as follows: Phase 1 - Siting Alternatives Analysis, Site Selection and Real Estate Services This phase assists CWFD in selection of a site that best fits the needs of the Department relative to the service area for the Headquarters Station. Tasks associated with this phase will include, but not be limited to, such things as: 1. Project management and coordination with the City's team and the consultant's team, and schedule/budget development and tracking. 2. Identification of at least five sites for preliminary evaluation. Sites shall be located within the area specified in Exhibit "A" and shall be a minimum of 0.75 acres. 3. Creation of a site alternatives analysis with ranking considerations for such things as anticipated land acquisition costs, zoning, economic development impacts, anticipated construction costs, land-use permitting requirements, impacts and risks to schedule, building layout, access to primary arterials, and other items as needed for staff to evaluate and select two preferred alternatives. 4. Development of conceptual site layout for the two sites deemed most-feasible by CWFD with more refined preliminary cost estimates. 5. Selection of a preferred site. It is also anticipated that the selected team will provide real estate services to assist the City in acquisition of parcel(s) needed for siting of the new Headquarters Station. Tasks under this area of the scope are anticipated to include such things as review of preliminary title reports and consideration of any encumbrances to the parcels, property valuations and negotiations with the property owner(s). Assistance with Public Involvement and Outreach efforts associated with property acquisition may be requested by CWFD. If requested, these services may include support with open house(s) and development of other tools to inform the public about the project and receive feedback from the public prior to CWFD selecting a preferred site. Phase 2 - Conceptual Plans (20%) and Community Outreach This phase includes all tasks required to prepare a preliminary conceptual plan to assist CWFD in community outreach efforts in preparation of a Bond Referendum to provide funding for the project (voting process to allow public to decide if they want to fund the project through additional taxes): 1. Project Management. 2. Schedule and Budget tracking. 3. Develop 20% conceptional plans for the CWFD Headquarters Replacement facility. 4. Coordination and consultation with Cities of Camas and Washougal staff, CWFD staff and potential stakeholders to include other jurisdictions. 5. Develop project schedules to include right of way acquisition design and permitting. 6. Public Involvement and Outreach including open houses and other tools to inform the public about design and construction of the project, including constraints and opportunities, costs, schedule, etc. and receive feedback prior to issuance of the Bond Referendum. 7. Assist staff with project presentation to Camas City Council, Washougal City Council, and possibly other stakeholders. 8. Assistance in development of the Bond Referendum to be presented to the communities of Camas and Washougal, including the outlying areas serviced by the CWFD. Information on additional phases of work is provided below. As noted above, the Scope of Work for additional phases is anticipated to be contracted separately under an amendment to the original agreement for Phases 1 and 2. Phase 3 - Preliminary Design, Final Design, Permitting and Bid Management This phase includes all items required to complete Plans, Specifications and Cost Estimate (PS&E), agency permitting, construction authorization, bid and award, including but not limited to: 1. Project Management. 2. Coordination and consultation with CWFD Staff. 3. Completion of all Local, State, and Federal Permits. 4. Coordination with utility companies and government agencies as needed. 5. Preparation of all required reports and studies. 6. Preparation of completed Plans, Specifications, and Cost Estimates. 7. Organize and schedule a thorough plan review process that engages and includes CWFD staff, City of Camas Operations Staff, City of Washougal, and other stakeholders. 8. Bid Support. Phase 4 - Construction Management This phase includes all items required to complete construction management and oversight if the CWFD determines the need to enter into contract amendment for these services. For purposes of preparing the Statement of Qualifications, consultants are to assume Construction Management services will be requested. Tasks for Phase 4 will include some or all of the following: 1. Project and Construction Management. 2. Pre-Construction Conference. 3. Field Inspection. 4. Provide technical and engineering support during construction. 5. Coordination with CWFD, Cities of Camas and Washougal, other agencies, and utility providers. 6. Completion of Daily Inspection Reports, and all project documentation in compliance with State and Local Public Contracting Laws and Standards. 7. Lead scheduled construction meetings and preparation of related meeting minutes. 8. Coordination of Third Party materials testing requirements. 9. Verify and document compliance with all permitting requirements. 10. Submittal reviews. 11. Testing and commissioning of new facility. 12. Prepare, update, and manage project schedule. 13. Preparation of As-Built drawings.
