As of August 9, 2023, the project has been awarded and notice to proceed has been issued. Construction is expected to commence prior to the end of August, 2023. The general contractor is still accepting subcontractor pricing, however, the bid may not be used for this specific project and be retained for future bidding opportunities. The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the Yellow River Site 15 Dam Outlet Control Structure Replacement. Construction of modifications to the Yellow River Site 15 (Y-15) Dam including demolition of the existing principal spillway riser, construction of new principal spillway riser, CIPP lining of the existing principal spillway pipe, vegetation removal, and surface grading. The Bid Bond or certified check must be enclosed in the envelope with the sealed bid. The successful bidder will be required to furnish a contract Performance Bond and Payment Bond, each in the sum of 100% of the total amount bid and provide insurance coverage as required by the contract documents. Bonding Company should be licensed to do business in Georgia, licensed to do business by the Georgia Secretary of State, authorized to do business in Georgia by the Georgia Insurance Department, listed in the Department of the Treasury's Publication of Companies Holding Certificates of Authority as Acceptable Surety on Federal Bonds and as Acceptable Reinsuring Companies and must have an A.M. Best rating of A-V or higher. All bonds should be submitted on forms provided by Gwinnett County and agencies providing bonds and insurance should provide proof that they meet the criteria outlined in the bid and contract documents Bid Withdrawal: No Bidder may withdraw his Bid within sixty (60) days after the actual date of the opening thereof. Liquidated Damages: Bidder agrees to complete the Contract awarded within the "allowable calendar days for completion" from the date of the "Notice to Proceed" and he further agrees that the Owner may retain from the monies which may become due the amount of $2,982.00 (Substantial) / $556.00 (Final) for each and every day that the completion of the work may be delayed. Bids in the case of Corporations not chartered in Georgia, must be accompanied by proper certification stating that said Corporation is authorized to do business in the State of Georgia. The County will award the Contract to the lowest "qualified" bidder, subject with the Owner's right to reject any or all bids, to waive technicalities, and to make an award deemed in its best interests. Install and maintain erosion and sediment control measures throughout the duration of the Work. 2. Clear and remove all trees, roots, and vegetation from marked areas as indicated on the Drawings. 3. Lower reservoir elevation and maintain lowered elevation throughout the duration of the work. 4. Perform the necessary dewatering and/or temporary diversion for execution of the Work, while allowing baseflow to continue through the project and around the work area. Water diversion and construction sequencing shall be performed so that all Work can be performed in the dry. 5. Excavate and demolish existing concrete riser, trash rack, low level gate valve, and first joint (16 feet) of riser outlet conduit. 6. Construct new Dx3D riser, (including safety features at riser top), low level gate valve, and first joint of riser outlet conduit with concrete cradle. 7. Connect new riser and outlet conduit to existing 30" principal spillway conduit. 8. CIPP lining of existing 30" principal spillway conduit. 9. Rehabilitation of existing 30" principal spillway at downstream (DS) outlet. 10. Stilling basin work: o Rock Block Wall repairs around basin structure o Erosion repairs around basin structure 11. Maintenance of exit channel maintenance: o Tree removal o Grading o Riprap replenishment 12. Re-grading of downstream slope at mid-slope berm and left abutment as indicated on the Drawings. 13. Tree removal and re-grading on left side of upstream slope. 14. Fence replacement and new access gate installation. 15. Maintain traffic throughout the duration of the Work. 16. Clean-up the project work area and return the area to its preconstruction conditions. 17. Furnish and provide all other labor, materials, equipment, and other incidentals required to complete the Work as shown on the Drawings or otherwise specified in the Contract Documents.CONSECUTIVE CALENDAR DAYS FOR COMPLETION: 207 (Substantial) / 237 (Final) *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
