The 2023 Summer Paving Projects include eight (8) separate projects that include work to be performed at eleven (11) different sites. The projects include: Project No 1: Oconee County High School Asphalt Paving Rehabilitation Project No 2: Oconee County Schools Concrete Paving includes: Concrete Paving at Oconee County High School, Oconee County Primary School, Oconee County Elementary School, Oconee County Middle School, and the Oconee County Schools District Transportation Facility Project No 3: Oconee County Schools Asphalt Paving Rehabilitation includes: Asphalt Paving Rehabilitation at Oconee County Primary School, Oconee County Elementary School, and Oconee County Middle School Project No 4: Malcom Bridge Elementary and Middle School Asphalt Paving Rehabilitation Project No 5: North Oconee High School Asphalt Paving Rehabilitation Project No 6: Dove Creek Elementary School Asphalt Paving Rehabilitation Project No 7: Oconee County Schools Asphalt Sealcoating and Pavement Markings includes: Colham Ferry Elementary School and Oconee County Schools District Office Project No 8: Oconee County Schools District Transportation Facility Asphalt Paving The scope also includes general site preparation and clean up. Outline scope is general in nature. Work shall be accomplished per project manual and drawings. The eight (8) projects above will be bid and awarded independently. However, there will be one mandatory pre-bid conference that will cover all eight (8) projects. There will also be one bid opening where the bids for all eight (8) projects will be opened. Contract, if awarded, will be on a stipulated sum basis. Bids may not be withdrawn for a period of sixty (60) days after the date of receipt of bids. Bids shall be accompanied by a bid bond payable to Oconee County Schools in an amount equal to five percent of the base bid (Certified Checks NOT Acceptable). Performance Bond and Labor and Material Payment Bond, each amount equal to 100 percent of the contract sum, will be required of the successful bidder. These bonds shall be executed by a Surety Company licensed to do business in the State of Georgia, be listed on "Department of The Treasury Circular 570" and have an A.M. Best Company rating of at least Class "A". Bonds must be accompanied by letter stating company's current rating for verification prior to acceptance by the Owner and execution of the formal Owner/Contractor agreement Bidding documents will only be issued to Contractors who have been pre-qualified by the Owner for this project. All Pre-Qualified Bidders for this project shall attend the Pre-Bid Conference. FAILURE TO ATTEND SHALL RESULT IN DISQUALIFICATION OF THE BIDDER. Any Bidder that is disqualified may respond to the Owner in writing within 20 days of the Notice of Disqualification as to why the Bidder feels the disqualification is unfounded. The written appeal from the disqualified Bidder will not change the decision already made on this project. However, a favorable appeal may open the way for the Bidder in question to bid on future Oconee County Schools projects. The Owner reserves the right to reject any and all bids, to waive any informalities in bidding, and to award a contract for any part of the work, or the job as a whole.
