Site work and paving for a mixed-use development in Brockton, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

Garfield Street and Terminal Place Infrastructure Improvements Project All bidding procedures will be in accordance with the Massachusetts General Laws Chapter 30, Section 39M inclusive as amended. Construction funding is provided through a MassWorks Grant and coordination with adjacent development will be required. The work under this Contract consists of utility improvements and roadway reconstruction on Garfield Street, Terminal Place, and a short section of Montello Street in the City of Brockton. Improvements include the replacement of public water, sewer, and drainage infrastructure on Garfield Street, Terminal Place, and a short section of Montello Street, full-depth pavement reconstruction, and sidewalk construction. All work is proposed within the City of Brockton Layout or within utility easements. The work includes: furnishing all labor, materials, tools, equipment, and incidentals required to establish a work zone and maintain traffic; replacement of existing water, sewer, and drainage utility infrastructure; full-depth pavement reconstruction; new granite curbing; cement concrete sidewalks and pedestrian curb ramps; hot mix asphalt pavement for patching; pavement markings; installation of traffic signs; loam and seed; and other incidental work. MassDOT prequalification of contractors with the class of work, Highway Construction, for the project with an estimated value of $2,340,000 will be required. Prevailing Wages, as determined under M.G.L. c. 149, 26-27H shall apply to this project. Materials, equipment, and supplies used on this project are exempt from sales tax to the extent provided by M.G.L. c. 64H, 6(f). The Project is expected to commence on or about May 15, 2023, and be completed no later than May 31, 2024. Bid Deposits shall be submitted in the amount of 5% of the bid price including any alternates. The Bid Deposit shall be made payable to the City of Brockton and shall be in the form of a bid bond issued by a surety licensed to do business in the Commonwealth of Massachusetts; and shall be conditioned upon the faithful performance by the principal of the agreement contained in the bid. The City of Brockton reserves the right to reject or approve a surety. The Bid Deposits of the three (3) lowest responsible and eligible bidders shall be retained until the execution and delivery of the Contract. The contract will be awarded to the bidder deemed by the City of Brockton to be the lowest responsible and eligible bidder. Selection of the successful bidder will be based on bidder qualifications, including evidence of past performance on similar projects and bid price. The Contract award is subject to the availability of funding. The successful general bidder will be required to furnish a Performance Bond and a Labor and Materials Bond, each of which shall be in the amount equal to one hundred percent (100%) of the contract price. No bidder may withdraw its bid within sixty (60) days (Saturdays, Sundays, and Holidays excluded) after the date designated above for the opening of the bids. Any bid submitted will be binding for sixty (60) days after the time of bid opening.
