Site work and paving for a road / highway in Woodbridge Township, New Jersey. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
It is the intention of these specifications to provide to prospective bidders the requirements for Land Acquisition Relocation Assistance in conjunction with intersection improvements at Rahway Avenue (CR 514) & Omar Extension pertaining to Lot 1 Block 873, known as 1303 Rahway Avenue Avenel, NJ 07001. Individuals or organizations responding to the Request for Proposal (RFP) shall have extensive experience and a knowledgeable background and qualifications in the provision of the services described herein. Middlesex County will be performing intersection improvements at Rahway Avenue (CR 514) & Omar Avenue Extension, pertaining to Lot 1 Block 873, known as 1303 Rahway Avenue Avenel, NJ 07001. The consultant shall provide relocation assistance to eligible displaced individuals, including tenants and businesses. All relocation services must be performed .in accordance with the Relocation Assistance Law of 1967 (N.J.S.A. 52:31B-1 et seq.); and the Relocation Assistance Act of 1971 (N.J.S.A. 20:4-1 et seq.); the Eviction Law (N.J.S.A. 2A:18-61.1 et seq.); the applicable regulations (N.J.A.C. 5:11-1.1, et seq.); and, to the extent applicable, Federal law. (42 U.S.C. 4601 et seq.; 49 CFR Part 24). At the earliest possible date, the consultant shall notify these individuals of the benefits and obligations of the Act and this chapter. The notice shall contain the nature and types of payments and assistance available, the eligibility criteria, and a notice that the displaced resident(s) and or business(es) should not vacate the property prior to being authorized to do so in order to remain eligible for payment and assistance and that they should continue to pay rent to the landlord, as provided by the law. The consultant shall conduct preliminary acquisition interviews with affected property owners in order to prepare a Workable Relocation Assistance Plan ("WRAP") in accordance with N.J.A.C. 5:11-6.1. Such preliminary contacts may be made on an individual basis or in a public meeting of property owners. The Contract shall commence from on or about June 1, 2023. Any services ordered or made within thirty (30) days after the contract expires shall be under the same terms and conditions specified in the bid and contract prices submitted by the vendor, unless said vendor indicates, in writing, thirty (30) days prior to the contract expiration, that it will not be bound by said terms, conditions and contract prices. Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and P.L. 1975 C. 127 (N.J.A.C. 17:27-1 et seq.) regarding equal employment opportunities and with the requirements of P.L. 1977 C.33 regarding corporate and/or partnership ownership.
