No Bidder may withdraw its bid within sixty (60) days of the bid opening date. Should there be reason why the contract cannot be awarded within the specified time, the time may be extended by mutual agreement between the City and the designated, qualified low bidder. All final awards of the bid shall be in compliance with the City of Norwich Code of Ordinances 7-46 - Delinquent Tax Setoff Against Money Due Bidder or Contractor. All bidders must submit bids/proposals through the City Procurement Portal. The scope of work includes but is not limited to: Site Layout, installation of underdrains, stripping of existing top soil, formation of subbase, installation of light posts, installation of new court with 4 inches of bituminous poured in 2 equal lifts, installation of net posts, installation of an 8 foot high chain link along the court, application of an acrylic color system, saw-cutting of pavement and striping of new 2 ADA accessible spaces. Contractors must prove that they have previously built at least six (6) Tennis and/or Pickleball courts. The Contractor for the color acrylic surfacing must have documented experience in athletic surface paving, and acrylic color system applications must be provided. We require a minimum of 10 projects similar in complexity in the last 3 years. Surfacing shall conform to the guidelines of the ASBA, (American SportsBuilders Association), and USAPA (U.S. A. Pickleball Association) respectively
