Written questions from Bidders seeking clarification about Contract Documents and Contract specifications must be submitted by 5:00 P.M. on April 10, 2023, to the attention of Michael Gossert, Township Manager, mgossert@westhanover.com. The Township will provide a response to all timely-submitted written questions seeking clarification by 5:00 P.M. on April 12, 2023. The Contract for Municipal Residential Solid Waste Hauling will be for a Unit Fee for the weekly Curbside collection of Refuse (including Single Stream Recyclables on the same day as Refuse), and Curbside Leaf Waste (commonly called "yard waste," excluding grass) from April through December. There are 4,023 Residential Units according to current billing records. The Township seeks Unit Fees for several bid options to compare: Once per month versus twice per month Curbside Leaf Waste ("yard waste") collection April - December. One (1) 96-gallon Refuse Container per week versus two (2) 64-gallon Refuse Containers per week. One (1) 64-gallon Recycling Cart per week. One (1) Bulk Item pick-up per week versus one (1) Bulk Item pick-up per month versus as-needed pre-scheduled Bulk Item pick-ups. The Township seeks an optional price per bag for Low Volume "Tag-A-Bag" Customers and for bags purchased by Customers that exceed the Refuse set out allowance. Tag-A-Bag Customers would be required to purchase a minimum of 26 bags annually. Separate from the Unit Fee, the Township seeks price schedules for collection services identified in the solicitation. Bids must be submitted upon forms furnished in this Bid package, sealed and plainly marked "Bid for Contract for Municipal Residential Solid Waste Hauling." In addition to hardcopies, Bid documents shall be provided in electronic PDF format on a flash drive to be included with the Bid packets, including a separate PDF file of the completed Bid Forms. All Bids must be accompanied by a certified check or Bid Bond in the amount of $100,000. Instructions, specifications, and Bid forms may be obtained at the Township Administration Building from 7:30 a.m. to 4:30 p.m., Monday through Friday. The successful Bidder shall be required to furnish a Performance Guarantee for the faithful performance of the Contract, each in the amount of the total Bid amount. The Township will award a Contract or reject Bids within sixty (60) days from the Bid opening. All Bids and Bid Securities submitted shall remain valid for a period of up to one hundred twenty (120) days from Bid opening. The Township reserves the right to reject any or all Bids and to waive any defects or irregularities in the best interest of the Township.
