The submission must be written in French. The City of L'Assomption is requesting bids for professional services - geotechnical study and environmental site study phase I and II - Drainage of the 4' and 5' basins in the rue Pierrot Est sector . For any information, the tenderer must communicate, in writing only, with Jean-Luc Leonard, head of the supply division of the City of L'Assomption, by email at the address appeldoffres@ville.lassomption.qc.ca, and this, at least seven (7) days before the opening of the tenders in order to allow a project manager to respond to all requests before the opening of the tenders. All requests received after this deadline may not be considered. Responses will be communicated in writing to all bidders. When a response has the effect of modifying the requirements of the specifications, this response must be presented in the form of an addendum. Only bids submitted by a supplier with an establishment in Quebec or having an establishment in a province covered by an intergovernmental contract liberalization agreement applicable to the City will be considered. In addition, the bidder must make sure to file the completed and signed bidder's declaration. Otherwise, the submission will be automatically rejected. Tenders must be submitted in two (2) envelopes marked " Professional services - geotechnical study and environmental site study phase I and II - Drainage of the 4' and 5' basins in the rue Pierrot Est sector" . The qualitative offer must be sent in one (1) original hard copy and three (3) copies. The financial offer must be sent in one (1) original paper copy and three (3) copies. Qualitative and financial offers must be sent according to the principle of a double envelope, i.e. in an outer envelope containing two separate, opaque and sealed envelopes, respectively marked "Envelope A - Qualitative offer" and "Envelope B - Financial offer". All of the documents requested, with the exception of the "Price schedule", must be submitted in envelope A or, if necessary, in any other container identified as such. Envelope A or the container that serves as it (Qualitative offer) must not include any price indication, otherwise the bid will be automatically rejected. The "Price Schedule" must be submitted in Envelope B (Financial Offer). The tenderer must provide, inside each of the two envelopes marked respectively "Envelope A - Qualitative offer" and "Envelope B - Financial offer", one (1) USB key containing an identical electronic copy of the original papers placed in this envelope. This USB key must be clearly identified, as the case may be, by the mention "Qualitative offer" or "Financial offer". The USB key placed in envelope A (Qualitative offer) must not include any price indication, otherwise the bid will be automatically rejected. Ville de L'Assomption does not undertake to accept the lowest or any of the tenders received, nor to incur any costs whatsoever, nor any obligation of any kind towards the tenderer ( s) .
