Renovation of a fire / police facility in Voorhees, New Jersey. Completed plans call for the renovation of a 15,568-square-foot fire / police facility.

These bids will then remain sealed until they are to be opened on April 20, 2023. Bids will not be received after the specified time. Each proposal must state the name and address of person, firm or corporation interested in the same as a principal. Proposals must be submitted in a sealed envelope, addressed to the Township Clerk, Township of Voorhees, and identified as bid. The Township Committee, and its Solicitor, will be the sole discretionary body for consideration or rejection of the proposals. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No bidder may withdraw a bid for a period of sixty (60) days after the actual date of the opening thereof. Proposals shall be submitted on the appropriate form properly filled out and duly executed. The bidder shall state unit prices bid in the proposal required to fulfill the intent of these specifications. The successful bidder shall, within ten (10) days after official acceptance by the Mayor and Township Committee or Voorhees Township of his bid, execute a contract and deliver same to the Township Clerk. Failure to do so will be considered an abandonment of the contract. The form of contract will be furnished to the successful bidder by the Township Solicitor. The term of this contract shall be for the period of award through completion. An alternate bid may be awarded. Prices shall not change during this period of time. Must be in the form of a certified treasurer's or cashier's check, or a bid bond in the amount of 10% of the bid amount and should be made payable to Voorhees Township. A Consent Surety Statement, and Certificate of Authority issued by the New Jersey Department of Banking and Insurance, must be submitted. Voorhees Township reserves the right to reject any or all bids and to accept the bid which appears best to be in their best interest. Voorhees Township also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly to that specified. If a non-conforming proposal is not discovered at the time of the bid opening, Voorhees Township reserves the right to reject said proposal at any time prior to the execution of the contracts. The said items shall be delivered as specified, serviced and guaranteed strictly in accordance with the specifications. Said manufacturer's specifications and / or instructions shall hereby be made part of this proposal by the submission of bid, and as such, should be attached. Guarantee shall be in effect for a period of two (2) years after acceptance. The governing body shall not be obligated to accept the lowest bids for the said items and reserves the sole discretionary rights to accept the said items which are in the best interest of the Municipality. Determination of suitability in relation to a lump sum bid for the use intended of the said items will be solely that of the Mayor and Township Committee of Voorhees Township. Bidders must conform to the requirements of P.L. 1975, c. 127 "Affirmative Action," and file the non-collusion affidavit and consent surety. Bidders must submit a valid Business Registration Certificate with any bid submission, as well as valid Business Registration Certificates for any sub-contractors that are to be utilized. The bid shall contain a Disclosure Statement, naming all stakeholders who own 10% or more of the company. The contractor is also further notified that he must comply with P.L. 2012, Chapter 25, and submit a Disclosure of Investments in Iran and with P.L. 2022, c.3 and submit a Certification of Non-Involvement in Prohibited Activities in Russia or Belarus with his bid. In accordance with N.J.S.A. 34:11-56.48 et seq., the "PUBLIC WORKS REGISTRATION ACT" requires that all contractors, subcontractors and sub-subcontractors register with the Department of Labor prior to bidding on all public works contracts. The New Jersey prevailing wage rates shall be made part of every contract for the performance of the described work, where applicable. All challenges to bid specifications are to be presented within three (3) business days prior to the bid opening and must be in writing. Challenges to the bid specifications filed after the bid opening shall have no effect on bid awards. The Cooper Road Station Roof is Approximately 12,928 sf. with approximately 2,640 sf. at the second-floor elevation, the balance of the building is single story with at least 3 separate roof elevations and all of the roof is a flat roof structure over metal decking. Complete Roof Replacement at Cooper Road Station: Remove all necessary sections of current roofing materials. Re-roof the entire Cooper Road Station with a Fully Adhered minimum 60 Mil EPDM Roofing System. Remove and replace all existing metal edges and necessary flashing materials. Install a minimum of 1" Insulated board over the entire metal deck Fasten the board with plates and screws. Install a fully adhered (Versico or Mule-Hide type system or equivalent). All Adhesives must be low or no odor products. Provide any necessary removal of debris to complete repairs. Remove existing Satellite dish with assistance from the Department, and the Department will be responsible for removal of the Dish. Install Proper Roof System Accessories (Pipe Boots, Flashing, etc.) Install New Red Metal on all Perimeters of Building. Install 12 Acrylic Domed Skylights to match existing style as close as possible. All General Labor included in the cost. All required equipment to perform the work provided by the contractor. Minimum of a 15 Year Workmanship Warranty on all work by the installer. Minimum of a 20 Year No Dollar Limit Manufacturers Material and Labor Warranty Included in the total. The Finished Roof shall be inspected by the Manufacturer's Representative. All necessary Permits shall be obtained by the Contractor. Contractor must provide for the constant securing of the openings during repairs. Contractor shall obtain all necessary permits and approvals.
