Renovation of a museum in Rockford, Illinois. Completed plans call for the renovation of a museum.

You are invited to submit your Bid for the VETERANS MEMORIAL HALL HVAC REPLACEMENT for the County of Winnebago. Veterans Memorial Hall is a 120+ year old historic county building and is on the Historical Registry. The Hall is located in downtown Rockford at 211 North Main Street. Question Deadline 04/11/2023 at 4:00 PM CT Submit by email to: purchasing@purchasing.wincoil.gov All Bids must be firm for at least 90 calendar days from the Bid Due Date. If for any reason, a Contract is not executed with the selected Bidder within fourteen days after notice of recommended award, then the County may recommend the next most responsive and responsible Bidder. The County reserves the right to reject any or all Bids, or to accept or reject any Bid in part, and to waive any minor informality or irregularity in Bids received, if it is determined by the Director of Purchasing or designee that the best interest of the County will be served by doing so. The County may reject any Bid from any person, firm or corporation in arrears or in default to the County on any contract, debt, or other obligation, or if the Bidder is debarred by the County from consideration for a contract award, or if Bidder has committed a violation of the ethics or anti-kickback provisions of the Countys Purchasing Ordinance which resulted in a termination of a contract or other material sanction. 1. Disconnect and demolish existing UAC units, refrigerant and heating piping, and any associated electrical or low voltage control wiring. a. This project includes removal and replacement of UAC #1, UAC #2, UAC #3, UAC #4, and their associated condensing units. 2. Disconnect and demolish the (4) existing condensing units. 3. Existing UAC units should be drained of any remaining R-22 refrigerant. Please include in your scope thecosts for draining and disposing of all existing equipment, piping, refrigerant, needed to be able to provide new UAC and condensing unit system. 4. Existing equipment pads are to remain unless new pads are required to support the new unit. If larger equipment pads are required, please include in your proposal. 5. Disconnect and replace any existing ductwork required to install the new units. The goal is to keep as much of the existing ductwork as possible. 6. Provide new UAC units with condensing units to replace existing UAC #1, UAC #2, UAC #3, and UAC # 4. Please note that the existing units are manufactured by Carrier and your base bid should be for replacement with new Carrier units. The new units are to match the voltage of the existing which is 208v, please verify during the mandatory site walk. An alternate manufacturer can be proposed, reference pricing in section below. 7. New units are to be sized appropriately based on the existing conditions and square footage. 8. UAC #1 and #2 have an existing humidification system that need to be re-piped to the new units. 9. Existing equipment tag numbers are identified in the photos shown in the proceeding pages. 10. Please note that it's assumed that most of the existing piping cannot be re-used and that new line sets will need to be run. a. The lines sets for UAC #3 and #4 will require surface mounted piping on the outside of the building with a painted metal shroud/cover. These line sets will need to run from the ground level up to the 3 rd floor. The metal shroud should be painted to match the existing building exterior. Reference attached photos for this condition. 11. Include all hangers, supports, insulation, valves, required for a complete system. 12. Provide hook-up of electrical to the new units including running any new raceways, installing required disconnects, etc. for a complete system. 13. Existing control system (Alpha Controls BMS) should be maintained. Any alterations required to support the new replacement units are to be included in your proposal. 14. Include any and all crane/rigging costs required to set the new equipment. 15. Include any permits required to perform the installation of your work. 16. The demo and install of your work should be done in a way to minimize the disruption to the existing facility as much as possible. 17. Provide all startup and testing on the new equipment that is installed as part of your scope of work. 18. Provide owner training for the new equipment to Winnebago County maintenance staff. 19. Please assume the majority of your work will be done during normal business hours. Any loud and ornoisy work will need to be coordinated with onsite staff. 20. Install any interior or exterior caulking required for a weather tight system. If any fire partitions are penetrated they should be sealed with the appropriate fire sealant. 21. It is expected that all bidding contractors have walked the site and made themselves familiar with the existing conditions and have made provisions in their bid to deal with such conditions. 22. Include a final air balance of the system along with a formal balance report prior to completion. 23. Please note that Veterans Memorial Hall is a 120+ year old historic county building and is on the Historical Registry. All vendors should take any additional steps needed to preserve the aesthetic and functional integrity of the building as well as the contents within it. It is expected that all work be coordinated with county facilities and onsite staff prior to installation.
