Notice is hereby given that Sealed Bids will be received by the Purchasing Department of the Township of Woodbridge, for SPRINGWOOD MINIATURE GOLF COURSE TOWNSHIP OF WOODBRIDGE MIDDLESEX COUNTY, NEW JERSEY CONTRACT NO. 2023-010 together with all appurtenances in accordance with Plans and Specifications on file with the Office of the Municipal Engineer. As part of a comprehensive, multi-phased Recreation Center at Springwood Club in Woodbridge Township, the Department of Recreation is planning Construction of a Miniature Golf Course at Springwood. This work will build on previous improvements at the site. Works include but not limited to: grading plan, landscape plan, lighting plan. Construction of ADA to meet state and federal guidelines. Concrete for shots and walkways to be minimum 4" thick, 3500-PSI mix with fiber mesh. Construction of eighteen contoured golf holes. Construction of French drains at cups per detail sheet. Installation of pipe chase under each tee area. Construction water system including ponds, stream and waterfall. Concrete will be fiber mix. Supply and install pump system for water feature. Install overflow pipe for pond. Construction of concrete walkways and areas as per plans. Supply and installation of wooden bridges per plans. Supply and installation of custom keystone shaped paver border around holes. Supply and installation of premium grade artificial turf for holes. Includes specialty rough and sand turf per plans. Installation of reducer strips at tee box area. Supply and installation of post and rope barriers around ponds per plans. Provide refuse dumpsters for removal of construction materials. Provide start-up equipment package:100 assorted size putters(75 adult-35" and 25 junior-29"), 10 dz. assorted color floating golf balls, 10 gr. mini pencils, 6 nets, 18 regulation flags and flagsticks. Provide one-year warranty per Agreement. Bids must be submitted on the Proposal Form fur!nished to the Bidder, and accompanied by a corpo-rate surety for the exe!cution of the Contract on award thereof. The bid must be accompanied by a certified check or bid bond for not less than ten percent of the amount of the bid, but not to exceed $20,000.00. Pro!posals in the Contract Documents must be en!closed in sealed enve!lopes bearing the name and address of the Bidder and the name of the work on the outside, addressed to Purchasing Agent, Township of Woodbridge. Each bid must also be accompanied by a certifi!cate of consent of surety from a bonding company licensed to do business in the State of New Jer!sey and acceptable to the Township, and named in the current list of "Surety Companies Accept!able on Federal Bonds", U.S. Treasury Depart!ment, guaranteeing that if the proposal of the Bidder be accepted, they will fur!nish the bond set forth in Paragraph One of the Instructions to Bidders of the contract and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The successful bidder shall be required to com!ply to the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effec!tive January 1, 1964. During the performance of this contract, the Con!tractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31 et seq., all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended, and the Unit!ed States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safe!ty. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety com!pany bond in the full amount of the contract price indemnifying the Township of Woodbridge, New Jersey for all pro!ceedings, suits, or ac!tions of any kind of de!scription and conditional for the faithful perfor!mance of the work. All labor shall be covered by an approved health and hospital insurance plan, and approved pension plan and an apprenticeship training program pursuant to standards established under the Department of Labor and Industry Act of 1948 (NJSA 34:1A-34, et seq.). A statement of Employee Benefits must be completed in order for the bid to be accepted. A statement of Employee Benefits should be included following the Statement of Ownership in the bid package. The attention of the Bidders is particularly directed to the following: "Bidders are required to comply with the requirements of P.L., 1975, c.127" (N.J.A.C. 17:27). This project is partially funded through the New Jersey Department of Transportation (NJDOT). Accordingly, the successful bidder shall be required to perform the work in accordance with the contract documents and requirements of the New Jersey Department of Transportation. Award of this contract is subject to the approval of the New Jersey Department of Transportation. The Municipal Council re!serves the right to accept or reject any or all bids which in its opinion will be in the best interest of the Township.
