Renovation of a clubhouse / community center in Union City, New Jersey. Completed plans call for the renovation of a clubhouse / community center.
Renovation of Four Toilets at Existing Senior Citizen Building Bidders must comply with the requirements of P.L.1975 ,c.127 and N.J.S.A. 17:27; the requirements for Alternative Dispute Resolution ADR as established by P.L.1977, c.371; N.J.S.A. 40.A:11-50 and specification of subcontractor's scope of work as established by P.L.1997, c.408, N.J.S.A. 40.A:11-16. Sealed proposals will be received for all labor and materials to complete the project. The Public Housing Authority reserves the right to waive any informality in any bid or bids, to reject any and all bids, and to accept such bid or bids and to make such awards as may be in the best interest of the Public Housing Authority in accordance with any and all applicable laws and regulations. Bid proposals for up to $400,000.00 must be accompanied by a negotiable bid guarantee which shall not be less than ten percent (10%) of the amount of the bid, but not more than $20,000.00. Bids over $400,000.00 shall be accompanied with a negotiable bid guarantee of five percent (5%) of the bid amount. The bid guarantee may be a certified check, bank draft, payable to the Housing Authority or a Bid Bond executed by the Bidder and Sureties acceptable to the U.S. Government and authorized to do business in the State of New Jersey. Bid guarantee must be made out to the Housing Authority of the City of Union City. The bid guarantee shall insure the execution of the contract and the furnishing of a method of assurance of completion by the successful bidder as required by the solication. The bid guarantee must be accompanied by certification from Surety Company that they will provide perfonnance and labor bond for 100% of the contract price (see enclosed Consent of Surety Form). Failure to submit a bid guarantee with the bid shall result in the rejection of the bid. Bid guarantees submitted by unsuccessful bidders will be returned as soon as practicable after bid opening. Proposals must also be accompanied by the affidavits, etc., referred to in the Instruction to Bidders in the Project Manual. All Bidders, including Corporations, Partnerships and Sole Proprietorships must subm a Statement of Ownership and must be register with the Department of Labor as a Public Works Contractor as per PL1999 C238NJSA39:11-56.48 and must provide a Business Registration Certificate issued by the NJ State Division of Revenue for the prime contractor and any subcontractor they may use. Proposals must be accompanied by a project schedule. All bidders and subcontractors must comply with Section 3 regulations and reporting requirements. See Federal Regulation 24 CFR Part 135.1. Prospective bidders are hereby informed that not less than the minimum prevailing wage rates as required by HUD shall be paid on this project. This project is being executed wh funds provided by the U.S. Government through the Department of Housing and Urban Development. No bidders may whdraw their bid within thirty (30) days after the actual date of the bid opening. Minorities/Women owned firms are welcome to bid.
