The contract duration will be approximately 270 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 237130 with a small business standard of $45,000,000.00 The estimated constructions costs of this project will be between $5,000,000 and $10,000,000.00 A pre-bid conference/site visit will be held on or around 10 May 2023 at a location and time to be determined in the solicitation. Project Description: The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for ECIP Construct Ground Base PV Array. The 134 ARW requires to construct photovoltaic generation and support systems install; providing on site renewable distributed electrical generation increasing energy resiliency power to McGhee Tyson Air National Guard Base. Locate and ground mount the PV arrays on-base property. Provide inverter system and performance monitoring equipment. Install meters compatible and linked to local energy management system for instantaneous and historic performance tracking. Provide additional related works as necessary to include all. There is an option to add more PV Array Panels. Proposed project will be a Firm Fixed Price contract. Your attention is directed to FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
