All RFQ questions must be posted via the Countys online bidding system and are due by 2:00pm on April 20, 2023 This solicitation includes a Request for Qualifications (RFQ) process, which includes submittal by Respondents of completed Statement of Qualifications documents by the prescribed deadline and County evaluation and scoring of SOQ documents. The classification of contractor's license required in the performance of this contract is a Class-B Contractor's license issued by the California State Contractor's License Board. All of said work to be performed in accordance with the requirements of County Request for Proposal . The RFP will be available for download after May 16, 2023 through the County's online bid system at County's online bidding system. It is the responsibility of each Respondent to periodically check the County's on-line bid system to ensure that they have received and reviewed any and all addenda to this solicitation. The County will not be responsible for any other explanations, corrections to, or interpretations of the documents, including any oral information. Registration of Contractors: All contractors and subcontractors must comply with the requirements of Labor Code Section 1771.1(a), pertaining to registration of contractors pursuant to Section 1725.5. Bids cannot be accepted from unregistered contractors except as provided in Section 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. After award of the contract, CONTRACTOR and each Subcontractor shall furnish electronic payroll records directly to the Labor Commissioner in the manner specified in Labor Code Section 1771.4. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, this contract requires payment of not less than the general prevailing rate of per diem wages. The Board of Supervisors has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. These rates are on file with the Board of Supervisors or visit the website of Department of Industrial Relations, Prevailing Wage Unit at www.dir.ca.gov/DLSR/PWD. The successful Respondent shall be required to furnish a Performance Bond in an amount equal to 100% of the amount of the construction contract and a Payment Bond in the amount of 100% of the contract, said bonds to be first approved by the County Counsel and the Risk Manager of Orange County. Bond forms to be provide by County of Orange. Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful Respondent to substitute securities for any monies withheld by the County of Orange to ensure performance under the contract.
