Site work and paving for a mixed-use development in Sayreville, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of May 16, 2023, project was awarded to Z Brothers Concrete , awarded amount is $1,907,668.59 The project generally consists of concrete, roadway reconstruction including milling / paving and various types of utility improvements to South Minnisink Avenue between Washington Road and Cheesequake Road rights-of-way located within the Borough of Sayreville. The work involved with these improvements includes the maintenance and protection of traffic; installation of approximately 1,100 l.f. + of 8" cement lined DIP Class 52 water main, connections to existing water lines, installation of new gate valve and fire hydrant assemblies; installation of approximately 22 +- of new 1" water service connections utilizing directional jacking / jetting and open-cutting methods, where directed; abandonment of existing water mains, valves and services; resetting of existing water main / hydrant valve boxes; removal / replacement of existing 8" and 10" gravity sanitary sewer system with approximately 300 l.f. +- of new 8" PVC SDR-35 pipe reach; 300 l.f. +- of new 8" lined DIP Class 52 pipe reach and 200 l.f. +- of new 10" lined DIP Class 52 pipe reaches; all connections to existing sanitary sewer structures; maintenance of existing sewage flows, television inspection of removed / replaced sanitary sewer lines; removal / disposal of existing sanitary sewer lines; removal / replacement of approximately 11 +- of existing deteriorated sanitary sewer manhole castings including reconstruction of structures; resetting castings and reconstruction of approximately 5 +- existing sanitary sewer manhole structures; construction of approximately 1,580 l.f. +- of various sizes of RCP and HERCP Class IV storm sewer pipes; construction of approximately 10 +- of various types and sizes of new storm sewer Inlets and approximately 8 +- of various sizes of new drainage Manholes; removal / disposal of existing storm sewer pipe reaches and inlet / manhole structures to be in-active; construction of 19" x 30" reinforced concrete Headwall; reconstruction of approximately 10 +- of existing storm sewer inlet / manhole structures of various sizes / types; rip-rap lined conduit outlet protection areas; extending existing roof leader drains to new curb; removal of approximately 3,200 lineal feet +- of various types of existing concrete curbs; removal of approximately 1,000 square yards +- of various types of concrete sidewalks, driveways and/or aprons; construction of approximately 3,200 lineal feet +- of new standard Borough concrete curb, approximately 800 square yards +- of new standard Borough concrete sidewalk, approximately 100 square yards +- of concrete pavers and approximately 250 square yards +- of new standard Borough reinforced concrete driveways and aprons; furnishing / installation of cast-in-place handicapped sidewalk ramp delineation; restoration of hot mix asphalt driveways; roadway milling of approximately 4,000 square yards +- of existing asphalt surface / base course pavement; roadway milling of approximately 3,500 square yards +- of existing concrete base course pavement, one-inch (1") thickness; cutting / removal of approximately 1,600 square yards +- of existing roadway asphalt and asphalt / reinforced concrete roadway surface / base course pavement; installation of dense graded aggregate base course material; the installation of approximately 1,200 square yards +- of reinforced concrete permanent base course trench repair / pavement restoration; crack / joint preparation and furnishing / installation of approximately 2,500 lineal feet +- of joint sealer; installation of approximately 600 tons +- of hot mix asphalt base course material; resurfacing the entire roadway with approximately 750 tons +- of hot mix asphalt surface and leveler course material; application of approximately 3,700 lineal feet +- of traffic pavement stripes / markings (4" wide lines) and approximately 500 square feet +- of traffic pavement markings (words / symbols); application of fire hydrant pavement markings (symbols); furnishing / installation of topsoil and sod; right-of-way / property restoration; and all other preparation, restoration and associated work in accordance with the Contract Documents. Proposals in the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside addressed to the Mayor and Borough Council, Borough of Sayreville, and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the Borough. Each Bid must be accompanied by a certified check or cash in the amount of not less than ten (10%) percent of the Bid, but not more than $20,000.00 payable without any conditional endorsement as a guarantee that in case the Contract is awarded to the Bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactorily performance bonds. Upon failure to do so he shall forfeit the deposit as liquidated damages and the acceptance of the Bid will be contingent upon the fulfillment of this requirement by the Bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the Bid, but not more than $20,000.00, may be substituted for certified check or cash. Each Bid must also be accompanied by a certificate of Consent of Surety from a Bonding Company licensed to do business in the State of New Jersey and named in the current list of "Surety Companies Acceptable on Federal Bond", U.S. Treasury Department, guaranteeing that if the proposal of the Bidder be accepted they will furnish the bond set forth in Articles 2 and 5 of the General Conditions Section F of the Contract and the acceptance of the Bid will be contingent upon the fulfillment of this requirement. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this Contract based on funds available. All bidders are required to be registered with the New Jersey Department of Labor if they elect to bid public work projects. The bidder shall be required to comply with "The Public Works Contractor Registration Act" (P.L. 1999, C. 238), as identified in Section B Instruction to Bidders Paragraph B3.14 and in the Appendix of these Specifications. All Contractors and Subcontractors working on prevailing wage projects, which have a public building component, must attach a certificate of registration from the Department of Labor, to all bids. All bidders are required to submit "Proof of Business Registration" to the contracting agency if they elect to bid public work projects. Proof of business registration shall be a copy of a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue. The bidder shall be required to comply with business registration provisions of N.J.S.A. 52:32-44; P.L. 2004, C.57 (Chapter 57), as identified in Section B-Instruction to Bidders Paragraph B3.15 and in the Appendix of these specifications. All Contractors and Subcontractors working on public work projects must attach a Business Registration Certificate, to all bids. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. The successful Bidder shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27), as amended; all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.), as amended; and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. No Bidder may withdraw his Bid for a period of sixty (60) days after the date set for the opening thereof. The successful Bidder will be required to furnish a Surety Company Bond in the full amount of Contract price indemnifying the Borough of Sayreville, New Jersey for all proceedings suits or actions of any kind of description and conditional for the faithful performance of the work. All Bid security will be returned to all Bidders except the three apparent lowest Bidders within ten (10) working days after the opening of Bids, and to the three apparent lowest Bidders within three (3) working days after the successful Bidder has executed the Contract and his Contract security has been approved by the Borough. The award shall be subject to the approval of the New Jersey Department of Transportation. Bidders are advised that the "IMPROVEMENTS TO SOUTH MINNISINK AVENUE" is partially funded by the State of New Jersey, and the successful Bidder will be required to fully comply with the applicable current "New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction" if, and as amended or supplemented by the NJDOT Local Aid District office. The Borough reserves the right to reject any, or all Bids if in its opinion it is in the best interest to do so and to award the Contract for any and/or all items.
