Site work and new construction of an elderly care / assisted living facility in Montreal, Quebec. Completed plans call for the construction of a 552,500-square-foot, seven-story above grade, 288-unit elderly care / assisted living facility.

Reference number : 1710172 Deadline for receipt of complaints: 2023-04-24 Submission sent electronically accepted: Yes, in a single submission document The Société québécoise des infrastructures (hereinafter the Société) is issuing a public call for tenders for construction work for the contract mentioned in the title. All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the electronic call for tenders system or by calling 514 856-6600 for residents of the Montreal region and at toll free 1 866 669-7326 for residents living outside. Caution : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation that would result in the tender being restrictive or conditional. Located in the Mercier-Hochelaga-Maisonneuve borough on the site of the Montreal Mental Health University Institute (IUSMM), the model developed for the MDA-Jeanne-Le ber is a seven-storey reinforced concrete building plus a construction above the steel roof housing the mechanical rooms. This building will accommodate 288 residents in 24 households. The ground floor will house public, administrative, staff support, logistics, technical and food service spaces. Typical floors will consist of four households and two resident support centers. The new building will be completely independent of the other buildings on the site. Pilot project to facilitate payments in the construction industry The Chair of the Conseil du trésor authorized the implementation of a pilot project aimed at experimenting with various measures intended to facilitate payment to companies that are parties to public construction work contracts and to public subcontracts directly related to them or indirectly and to define applicable standards in this area. The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution method with the use of an expert-intervenor. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert-intervenor for any dispute covered by the pilot project. The contract covered by this call for tenders is subject to the pilot project aimed at facilitating payment to companies party to public contracts for construction works as well as related public subcontracts (Ministerial Order No. 2018-01 ). Thus, the contract covered by this call for tenders and the related subcontracts are subject to the terms and conditions established by this pilot project. Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Québec It is strongly suggested that bidders make their request for a certificate from Revenu Québec and, if applicable, their request for authorization to contract with the Autorité des marchés publics as soon as possible, in accordance with the requirements of the contract documents, in order to to ensure that these requirements are met before the deadline date and time indicated in the Instructions to tenderers and/or in the Additional Instructions . Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission3@sqi.gouv.qc.ca . Subcontractors Submissions All subcontractors subject to the Québec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as the "Recipient" using the "Bidder" menu of the electronic bid transmission system. submissions (TES). WORKS DURATION The work required under this call for tenders must be completely completed within 133 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date stipulated in the contract. or upon receipt of written authorization from the Company. The probable start date of the work is June 1 and June 30, 2023. TRANSMISSION OF COMPLAINTS All complaints filed with the Société under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca , no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below maximum three working days before the deadline date and time for receipt of tenders, taking care to mention the SEAO contract, project and notice numbers in the subject line of the email. The Company also asks the tenderer to use the form Questions during the call for tenders when it is provided for in the call for tenders documents by addressing a maximum of 25 questions per form.. If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
