Site work, paving and new construction of a mixed-use development in Raleigh, North Carolina. Completed plans call for site work for a playground / park / athletic field; for the construction of a 38,693-square-foot fitness / recreation center; sidewalk / parking lot; water / sewer project; for paving for a sidewalk / parking lot; playground / park / athletic field; swimming pool; and clubhouse / community center.

As of March 5, 2026, this project is out for bidder package prequalifications. An architect and construction manager joint venture have been chosen. Construction is expected to begin in 2027 and conclude in 2029. Prequalification Applications from Principal Trade and Specialty Contractors for the John Chavis Memorial Park Aquatic Center and Heritage Plaza. Bid Packages include: 100 General Trades; 105 Final Cleaning; 390 Turnkey Concrete; 400 Turnkey Masonry; 510 Turnkey & Misc. Steel; 642 Millwork & Casework; 740 Roofing; 750 Metal Wall Panels; 795 Caulking & Waterproofing; 800 Doors/Frames/Hardware; 840 Glass & Glazing; 925 Drywall; 930 Ceramic Tile; 960 Resilient Flooring/Carpet/Base; 963 Terrazzo; 980 Acoustical Ceilings; 990 Painting; 1005 Restroom Specialties & Accessories; 1010 Identification Devices; 1050 Lockers; 1240 Telescoping Bleachers; 1250 Window Treatments; 1350 Swimming Pools; 2100 Fire Protection; 2200 Plumbing; 2300 HVAC; 2305 HVAC Test & Balance; 2309 HVAC Controls; 2600 Electrical & Fire Alarm; 2700 Low Voltage Communications; 2800 Security; 3100 Earthwork; 3200 Asphalt Paving; 3213 Site Concrete; 3231 Fences & Gates; 3290 Landscaping; 3300 Site Utilities; 3400-Turnkey Site. Packages may be added and/or deleted at discretion of Construction Manager. The new Phase-2 Aquatic Center and Heritage Plaza will be adjacent to the existing Chavis Community Center (to remain) and sit on approximately 5-acres of the 15.19-acre site. On & off-site construction will consist of grading, storm drainage, utilities, site improvements, paving, landscaping, and fencing. The new 38,693 sf, 1 1/2 level Aquatic Center structure involves shallow CIP Concrete Foundations, Structural Steel and Masonry. The building envelope consists of Brick Veneer and Metal Panels over CMU Masonry or a Metal Stud backup wall. Roof is TPO or Green Roof. Only bidders prequalified in advance by Barnhill-Holt JV for this project shall be eligible to bid; submissions by a bidders not prequalified shall be rejected as being non-responsive.
