The Board of County Commissioners are inviting qualified firms to submit a Statement of Qualifications to provide professional consulting services in analyzing housing opportunities in the County. The selected firm will need to analyze current infrastructure, land use and zoning patterns across the County and recommending housing options that meet the state LU Article provisions 3-0114 Carroll County. Carroll County will be developing a new General Development Plan that will set the framework for the future land use decisions of the County. This Housing Study will provide information and recommendations for land use based on the county's current housing inventory and if the inventory meets the needs of HB 90 (2021) which is required in all Comprehensive Plans as of January 1, 2023. This law requires all housing elements for municipalities and non-charter counties, which Carroll County is, to "affirmatively further fair housing." This adds to the requirements to plan for affordable housing that HB 1045 (2019) initiated in June 2020. Offerors must submit their questions electronically. Questions must be submitted five (5) days prior to RFQ opening. The Board of Carroll County Commissioners reserves the right to reject any and/or all Statements of Qualifications and to waive any informalities in the Statement of Qualifications received whenever such rejection or waiver is in the best interest ofCarroll County. All instructions, conditions and provisions contained within the SOQ document must be adhere to. Failure to comply with instructions, conditions or provisions shall be deemed reasonable cause to disqualify any Statement of Qualifications. The Board of Carroll County Commissioners also reserves the right to reject the Statement of Qualifications of a firm who has previously failed to perform properly or complete on time contracts of similar nature or any proposal or bid of a firm which investigation show is not able to perform the contract.
