Site work and paving for a mixed-use development in Fairfield, New Jersey. Completed plans call for site work for a transportation facility; water / sewer project; and for paving for a transportation facility.
The proposed project is contingent upon FAA and NJDOT funding and is expected to begin in the Spring of 2024. The awarded bidder will be required to hold firm their bid price. This contract does not allow for price increases due to escalation in cost of bid items. The Contractor shall take this into consideration when preparing unit prices for bid. The Contractor shall be required to follow all current Local, State, and Federal health guidelines for the duration of the project. This project includes pavement rehabilitation of Apron C, a portion of Taxilane H, and Taxilane 11. The rehabilitation included in this contract includes up to approximately 152,250 SF of asphalt pavement rehabilitation / reconstruction. Full depth reconstruction areas will include construction of new asphalt pavement on new crushed aggregate base course. Partial depth reconstruction areas will include construction of new asphalt pavement on existing aggregate base. Rehabilitation areas will include mill and overlay of existing asphalt pavement. Other items of work included in the project are removal of existing aircraft tie-downs, installation of new aircraft tie-downs, adjustment of drainage structures, temporary and permanent pavement marking, and turf grading. The project is comprised of a Base Bid and Two (2) Add-On's. Refer to Section 30-02 Award of contract of the General Contract Provisions for information regarding how bids will be evaluated and the basis of award. The Base Bid Portion of the Project - Apron C, Taxilane H Between Taxilane 11 & Taxiway T, and a Portion of Taxiway T - includes the following: Removal / Cold Milling of Existing Asphalt Pavement Removal of Existing Aircraft Tie-Downs Excavation of Existing Aggregate Base / Subgrade Prior to Construction of New Full Depth Asphalt Pavement Section Construction of Crushed Aggregate Base Course Joint & Crack Repair and Preparation of Milled Surface Prior to Construction of New Asphalt in Overlay Areas Construction of New Asphalt Surface Course Temporary and Permanent Pavement Marking Drainage Structure Adjustments Installation of New-Aircraft Tie Downs Turf Grading, Including Placement of Topsoil & Stabilization with Seed & Mulch The Add-On No. 1 Portion of the Project Taxilane H between Taxiway T & Taxiway N - includes the following: Full Depth Removal of Existing Asphalt Pavement Reshaping and Compaction of Existing Aggregate Base Prior to Construction of New Asphalt Surface Course Construction of New Asphalt Surface Course Temporary and Permanent Pavement Marking The Add-On No. 2 portion of the project Taxilane 11 and the Intersection of Taxilane 11 & Taxilane H - includes the following: Cold Milling of Existing Asphalt Pavement Joint & Crack Repair and Preparation of Milled Surface Prior to Construction of New Asphalt Surface Course Construction of New Asphalt Surface Course Temporary and Permanent Pavement Marking The Contract Documents (consisting of the Advertisement, the Proposal, the Contract Form (Sample), and the Specifications), Pavement Core Information, Bidders may request the Contract Documents, Pavement Core Information, and the Contract Drawings by emailing Laurie Iauco (C&S Engineers, Inc.) at liauco@cscos.com and providing the following information: Company Name Name of Contact Individual Company Address Email Address for Contact Individual Phone Number for Contact Individual Fax Number for Contact Individual Bidders requesting the documents will be provided a link to a file sharing site where PDF's will be available for download. Hardcopies of documents will not be provided. Bidders shall calculate their bids based on information contained in the Contract Documents and the Contract Drawings. Information and / or documents obtained from any source other than C&S Engineers, Inc. or the Essex County Improvement Authority (ECIA) shall not be used for the calculation of bids or for the preparation of bid submissions. Each proposal must be accompanied by a certified check or bid bond, in the amount of ten percent (10%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items, NOT TO EXCEED $20,000) for this contract in the form and subject to the conditions provided in the Contract Documents. All questions and requests concerning this project must be made in writing to David W Slaw, P.E. (C&S Engineers, Inc.) by emailing dslaw@cscos.com. To be given consideration, all questions and requests must be received by Tuesday, April 18th 2023 at 12:00:00 PM EDT. Any supplemental instructions will be in the form of written addenda, which, when issued, will be sent and or posted not later than seven (7) calendar days prior to the date fixed for the opening of bids; Saturdays, Sundays, or holidays excepted. All addenda so issued shall become Part of the Contract and shall be acknowledged by Bidders. No bidder shall rely upon any oral communication from anyone. The Vendor / Contractor must file an annual political contribution disclosure statement with the New Jersey Election Law Enforcement Commissions ("ELEC") pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c 271s.3) if the Vendor / Contractor receives contracts from public entities totaling in excess of $50,000 in a calendar year. It is the Vendor's / Contractor's responsibility to determine if the filing of an ELEC disclosure statement is necessary. Additional information on this requirement is available from ELEC at (888) 313 3532 The Essex County Improvement Authority (ECIA) reserves the right to waive any informalities in the proposal, and to reject any and all proposals for any and all reason(s). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
