The City of Placentia is requesting Qualifications (RFP) for Real Property Easement Appraisal, Negotiation and Acquisition Services in support of the Golden Avenue Bridge replacement project. The Golden Avenue Bridge Replacement Project will be funded with the Federal Highway & Bridge grant program (HBP) requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations. These services will include easement appraisals negotiation and acquisition services in addition to the agreements, preparation of exhibits for the proposed properties along the Carbon Creek Flood Control Channel. The scope of services also includes quit-claiming old easements acquired by the City previously. These new easements will be acquired by the City of Placentia to facilitate the reconstruction of the Golden Avenue Bridge. See Attachment 1 for the location, size, and of the easements. The Golden Avenue Bridge Replacement Project is federally funded through the U.S. Department of Transportation (DOT} and administrated through Caltrans. Therefore, this procurement is subject to Caltrans regulations in accordance with Title 49, Code of Federal Regulations, Part 26 (49 CFR 26) entitled, City of Placentia Request for Proposal Golden Avenue Bridge - Easement Appraisal &Acquisition Services "Participation by Disadvantaged Business Enterprises (DBE) in Department of Transportation Financial Assistance Programs."
