Site work and paving for a road / highway in Collingwood, Ontario. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work is placement of HL3 Asphalt surface at various locations within the Town of Collingwood. The selected Bidder will be required to enter into a Contract with the Town for the provision of the Work in the form attached as Appendix A to the RFQ. It is the Town's intention to enter into the Agreement with only one (1) legal entity. Term of contract is for one (1) season until October 31, 2023. Work of this project to be completed by September 30, 2023 Question Deadline 04/19/2023 at 3:30 PM ET Post-bid closing communications in relation to this RFQ may be made through purchasing@collingwood.ca: Bidders and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials or other representatives of the Town, other than the RFQ Contact, concerning matters regarding this RFQ. Failure to adhere to this rule may result in the disqualification of the Bidder and the rejection of the Bidder's Bid. Questions and Clarification Prior to the Deadline for Questions, Bidders may ask questions or seek additional information in relation to this RFQ through the Bidding System using the "Submit a Question" link associated with this bid opportunity. The Town will accept questions regarding this RFQ only through Biddingo. Questions are to be directed to the RFQ Contact. Questions must be submitted by the Deadline for Questions as indicated below in the RFQ Timetable section. No other Town representative, whether an official, agent or employee, is authorized to speak for the Town with respect to the RFQ, and any Bidder who uses any information, clarification or interpretation from any other representative does so entirely at the Bidder's own risk. To the extent the Town considers that the answer to a question may assist other Bidders in the preparation of their proposals, the Town may share the question and response through the issuance of an Addendum. Bidders will not be identified with questions asked. Questions may be reworded to the extend the Town considers appropriate. Please note the Town may not answer questions where the Town does not consider the information requested to be required to prepare a Bid, or where the answer to the question posed may be found in the RFQ. Deadline for Questions April 15, 2023, 3:30pm ET Deadline for Issuing Addenda April 20, 2023 Each Bidder shall provide with their Submission a Bid Security in the form of a Bid Bond. A Bid Security not submitted or submitted in a form other than specified will result in the bid being rejected. The bid bond shall be issued by a surety company authorized by law to do business in Canada. The Bid Security for this RFQ shall be in the amount of $25,000.00 (Twenty Five Thousand Dollars). Bidders shall upload the bid security into the Bidding System. Bidders may upload either a digital bond or a scanned (.pdf) copy of the bond and must deliver an original of the bond to the ITT Contact. The Bidder agrees that, if he should withdraw his/her Tender or fail for any reason to execute the agreement or provide the required bonds or other documents required, the Town may retain the Tender Security for the use of the Town and may accept any other Tender, advertise for new Tenders, or not accept any Tender as the Town deems advisable. The Bid Security shall be forfeited should the successful Bidder fail to execute a Contract with the Town within seven (7) calendar days SCOPE The Work under this Quotation shall include, but not be limited to, the provision of all materials, labour and equipment necessary for the paving of the streets identified in this bid document. Location #1 Ninth Street - Birch Street to Oak Street Locations 1 is located in the central portion of The Town of Collingwood and is a semi-urban road environment with gravel shoulders and storm sewer inlets at both ends of the intersecting roads. The work will include pulverizing, prep and grading, and removal and replacement of existing asphalt driveway aprons where required. Asphalt in the roadway will be placed at a 65mm depth, and 50mm depth at driveway aprons. Quantities for asphalt driveway aprons may vary depending on condition of asphalt and grade adjustments in the field. Driveway asphalt quantities are included in the overall quantities on the pricing form. The completed work will include the shoulder clean-up from excess pulverized material. Minor drainage works may be necessary, consisting of minor ditch grading, and shoulder adjustments. No underground work will be required as part of this item. Spruce Street - Second Street to Third Street Location 2 is located in the central-west portion of The Town of Collingwood and is a semi-urban road environment with gravel shoulders and open ditch. The work will include pulverizing, prep and grading, and removal and replacement of existing asphalt driveway aprons where required. Asphalt in the roadway will be placed at a 65mm depth, and 50mm depth at driveway aprons. Quantities for asphalt driveway aprons may vary depending on condition of asphalt and grade adjustments in the field. Driveway asphalt quantities are included in the overall quantities on the pricing form. The completed work will include the shoulder clean-up from excess pulverized material. Minor drainage works may be necessary, consisting of minor ditch grading, and shoulder adjustments. No underground work will be required as part of this item. Location # 3 Seventh Street - Oak Street to Walnut Street Locations 3 is located in the central portion of The Town of Collingwood and is a semi-urban road environment with gravel shoulders and no storm sewer. The intent will be achieve optimum grade of the roadway to drain the road to both east and west intersections. The work will include pulverizing, prep and grading, and removal and replacement of existing asphalt driveway aprons where required. Asphalt in the roadway will be placed at a 65mm depth, and 50mm depth at driveway aprons. Quantities for asphalt driveway aprons may vary depending on condition of asphalt and grade adjustments in the field. Driveway asphalt quantities are included in the overall quantities on the pricing form. The completed work will include the shoulder clean-up from excess pulverized material. Minor drainage works may be necessary, consisting of minor ditch grading, and shoulder adjustments. No underground work will be required as part of this item. Location # 4 Leslie Drive Location 4 is located in the southern portion of The Town of Collingwood and is a semi-urban road environment with gravel shoulders and open ditch. The work will include pulverizing, prep and grading, and removal and replacement of existing asphalt driveway aprons where required. Asphalt in the roadway will be placed at a 65mm depth, and 50mm depth at driveway aprons. Quantities for asphalt driveway aprons may vary depending on condition of asphalt and grade adjustments in the field. Driveway asphalt quantities are included in the overall quantities on the pricing form. The completed work will include the shoulder clean-up from excess pulverized material. Additional works may be considered at this location including headwall repair/replacement, and roadside ditching which will be included as a provisional item in this contract. No underground work will be required as part of this item. Location # 5 Third Street - High Street to Spruce Street Location 5 is located in the central-west portion of The Town of Collingwood and is a semi-urban road environment with gravel shoulders and open ditch. The work will include pulverizing, prep and grading, and removal and replacement of existing asphalt driveway aprons where required. Asphalt in the roadway will be placed at a 65mm depth, and 50mm depth at driveway aprons. Quantities for asphalt driveway aprons may vary depending on condition of asphalt and grade adjustments in the field. Driveway asphalt quantities are included in the overall quantities on the pricing form. The completed work will include the shoulder clean-up from excess pulverized material. The Town will be extending the limits of this location into the easterly lane of High Street from the north end of Third Street to 20m south of Third Street. This will require the removal of approximately 90 sq.m of concrete roadway. No underground work will be required as part of this item. Location # 6 Harbourview Trail This existing trail/sidewalk is approximately 3.0m wide, and is a major connecting link to trails from Collingwood Harbour to the Georgian Trail. The current surface is compacted screenings and will be required to be graded and prepared for 50mm of asphalt. The location of the sidewalk abuts the North Maple Street to the east and Birch Street to the west. Location # 7 Central Park Trail Connection This existing trail/sidewalk is approximately 3.0m wide, and is a major connecting link to trails from central park from the arena. The current surface is compacted screenings and will be required to be graded prepared for 50mm of asphalt. The location of the sidewalk abuts the existing concrete walkway at central park and will meet the asphalt pathway to the north. Award is subject to final approval.
