Request for Clarification Deadline April 18, 2023 1. Summary and Background The City of Claremont (City) is seeking professional design services for the preparation of Accessory Dwelling Unit (ADU) standard plans that would be pre-plan checked by the City and permit-ready, free to use to residents of Claremont. The City intends to purchase the plans from the selected designer and make them available to the public free of charge as an incentive to promote the construction of smaller ADU housing that is more affordable by design due to the small size of the units. Three (3) different plans are needed that include interior unit sizes of approximately 500 square feet (SF), 600 SF, and 750 SF, with 1- and 2-bedroom units designed in a residential architectural vernacular consistent with the single-family neighborhoods in Claremont. The standard plans would include reverse floor plans for each of the units, and at least three (3) options for different exterior treatments, including different materials and colors, accents and ornamentation. At least one (1) plan must include a Universal Design/Accessibility floor plan design option with a step-free entrance, sufficient maneuvering space for wheelchair in bedroom, kitchen, living room, and admittance to a full bathroom, and ample room to pass through 32-inch doorways. The standard design plans delivered to the City will become the intellectual property of the City upon delivery. 2. Project Deliverables The project deliverables include: A. Rough drafts and a final (following staff review and approval) of a single-story ADU plan in 24" x 36" size for one each of; Approximately 500 square feet, one-bedroom unit, Approximately 600 square feet, one-bedroom unit, and Approximately 750 square feet, two-bedroom unit. B. A narrative statement describing the architectural style of each prototype ADU design and the alternative exterior treatments and architectural accents for each unit type. C. Each unit is to include a full kitchen, washer/dryer hookups, bathroom, bedroom(s), and living area. Each unit must comply with the City's ADU Development Standards, CMC Chapter 16.33.060. D. Three (3) complete building plan sets prepared in conformance with the 2022 California Building Standards are required that include specifications and details for the foundation (slab on grade or pier and beam), structural framing, roofing, siding, interior drywall finishing, plumbing, gas, electrical, and utility connections. E. At least one (1) plan must include a Universal Design/Accessibility floor plan design option with a step-free entrance, sufficient maneuvering space for wheelchair in bedroom, kitchen, living room, and admittance to a full bathroom, and ample room to pass through 32-inch doorways. F. Three (3) complete reverse floor plan sets are required that include specifications and details for the foundation (slab on grade or pier and beam), structural framing, roofing, siding, interior drywall finishing, plumbing, gas, electrical, and utility connections. G. Energy calculations are required for each master plan prototype unit that includes an averaging of all four elevations and sides of the building. H. Building plans that include at least three (3) different options for varied design themes utilizing different architectural treatments for each prototype plan using different materials, architectural accents and ornamentation that are intended to generally be compatible with the main residence and in a similar architectural vernacular that is common to Claremont's single-family neighborhoods. This architectural vernacular includes, but is not limited to, Mission and Spanish Colonial Revival, Tudor, Contemporary, Craftsman, California Ranch, and Victorian. Please refer to the City of Claremont Architectural Design Guidelines (Exhibit C) for a detailed overview of the City's existing architectural styles. I. Floor plans (and reverse floor plans) and elevations of each unit type with alternative treatments utilizing different materials, architectural accents and ornamentation. Vehicular parking is not requirement, but is strongly encouraged. Schematics for on-site parking are to be included as an alternative for each unit type. J. Color renderings that are representative of each of the different unit designs. These high-quality illustrative color renderings are intended to be utilized to promote the ADU plan program on City handouts, brochures, websites, etc. K. Clearing of comments and corrections through the building plan check process to ensure each unit type and alternative plan treatment obtains an approved building permit. A minor building permit plan check for site plan review would be required for each ADU to ensure the unit meets setback standards, separate access requirements, parking, outdoor lighting, and utility connection plans. L. Electronic digital copies of all final approved plans, plan documents, and color renderings are a requirement. Note: Refinements and/or adjustments to these deliverables, including consideration of fewer design alternatives, smaller unit sizes, or the like, may be negotiated between the selected design consultant and the City if there are substantial cost savings and/or time saved in the preparation of the plans. Please prepare and organize your proposal based on the requirements provided below. Any other information you would like to include should be placed in a separated section at the back of your proposal. Please note however that the RFP proposal is limited to 20 pages maximum (excluding resumes). Printing must be done double-sided and submitted on 8 1/2 " x 11" paper, in 12-point font. Page limit excludes a table of contents, tabbed dividers, and resumes for designers' team As of April 11, 2023, the due date and time has been confirmed with the owner.
