Renovation of a municipal facility in Mishawaka, Indiana. Completed plans call for the renovation of a 1,100-square-foot municipal facility.

BidContact: AnnJohns,Director of Purchasing Telephone: 815-319-4380 Email: purchasing@purchasing.wincoil.gov QA 17/04/2023 Winnebago County is undertaking an interior renovation and building addition in their existing animal services building located at 4517 North Main Street in Rockford, Illinois. This project has been formally bid and has been awarded but since the time of award, the county has determined a portion of the existing flat roof needs to be replaced as it is 20+ years old and has been leaking continually. EXISTING ROOF CONDITIONS The existing roof being replaced (approx. 1,100 sqft) is a fully adhered Carlisle EDPM membrane system, see photos below for aerial view and onsite photos. Please reference the attached roofing report from Carlisle roofing dated 2/17/23. Scope of Work: Bidders to price one of the (2) following options: Option #1-Single Ply or Fluid Applied Overlay System Scope of Work for Option #1 1. The existing EPDM roof membrane is to remain. Provide an overlay system such as TPO, PVC, fluid applied, etc. atop EPDM. Overlay membrane must achieve a 20-year warranty and be rated for 55 MPH wind load. 2. Roofing contractor to determine if the existing roof insulation can be re-used by either taking core samples or through infrared inspection. Costs for this testing are to be included in your proposal. All bidders to provide a unit cost for demo/replacement of existing roof insulation. This unit cost will be used to determine any insulation replacement costs once the inspection is complete. 3. Verify existing underlayment for dryness, remove any wet or damaged insulation material, and replace it with new of like kind insulation only where required. 4. Demo and replace only the necessary flashings, penetrations boots, etc. needed to provide a new complete warrantable roofing system. 5. Provide all required perimeter and or interior flashings, termination bars, penetration sleeves, etc. as needed for a complete warranted system. 6. Include replacement of any required wood nailers/blocking required for a new roofing system. 7. Include walk pads from the roof access point to and from each of the roof top air handlers. 8. Provide an additional layer of slip sheet membrane below any existing sleepers. 9. Include costs for dumpsters, off haul, and disposal of all existing material. 10. Provide any and all required hoisting required to complete your work. 11. It is the intent of the county that the existing air handlers, piping, and all associated existing roof top equipment will remain operational during this roof replacement project, please factor this into your scope of services. 12. This work will take place during the spring/summer of 2023. Specific install timing and site access will need to be coordinated directly with Winnebago County. 13. Include any required permits. Scope of work for Option #2 1. Demo existing EPDM roof membrane and associated flashings, penetrations boots, etc. needed to provide a warrantable roofing system. 2.
