The County of Santa Cruz, Community Development and Infrastructure Department (Capital Projects) is soliciting proposals from qualified consulting professionals to provide architectural and engineering (A+E) consulting services for the development of a re-imagined Freedom Campus located at 1430 Freedom Boulevard, Watsonville, CA. Question Submission Deadline: April 11, 2023, 5:00pm. The County of Santa Cruz is committed to providing south county residents with access to high quality services in a modern, safe, and welcoming environment. The Freedom Campus is currently occupied by the Health Services Agency (HSA), the Probation Department and the Agricultural Cooperative Extension. The campus consists of six single-story buildings of various ages with a total floor area of approximately 54,000 gross square feet. A Freedom Campus Master Plan effort was previously conducted that identified the programmatic needs of various County agencies and departments, some of which may be located on the new Freedom campus. The RFP directs interested consulting professionals to thoroughly research the Master Plan and provide a design proposal consistent with its goals and objectives. This RFP is intended to select an architectural and engineering team to finalize project programming and develop project plans, specifications, and cost estimates for all phases of design, demolition, and construction of this project. In the Preliminary Design phase, the consultant will be tasked with assessing the information available, confirming viability of the preferred option in the Master Plan, and delivering a final concept plan that the consultant and County agree is the best plan to move forward. The subsequent phases will further define the design and provide documentation for bidding, permitting and construction. The scope of the RFP also includes optional tasks to support a variety of offsite alternatives, including swing space leases, test fits and tenant improvement plans as required.
