Renovation of a military facility in Elizabeth City, North Carolina. Completed plans call for the renovation of a military facility.

This is a combined synopsis/solicitation for Commercial service prepared in accordance FAR Part 12; Acquisition of Commercial items shall be used as supplemented with additional information included in this notice. This requirement is being solicited as RESTRICTED to all Small Business. The United States Coast Guard (USCG) intends to award a services contract for Transformer repairs at 1664 Weeksville Road, Elizabeth City, NC 27909 as per specifications in the attached Scope of Work. Quotations are being requested under number 70Z08123Q000097. The NAICS code is 237130. This resultant contract from this solicitation will be firm fixed price. The solicitation, incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 22-06. Federal Acquisition Regulation (FAR) Clauses for Commercial items are included in this solicitation and are applicable. All clauses and provisions referenced in this announcement may be accessed at the following website free of charge: http://www.acquisition.gov/far. All Offerors must be registered with the System Award Management (SAM) per FAR-52.212-1, System Award Management. Offerors who are not registered with https://sam.gov/content/home may be considered nonresponsive and will not be considered in the evaluation. The contractor will be required to provide along with price, a delivery schedule, sufficient technical literature, past performance information, completed FAR 52.212-3, and offers' name, address, point of contact name, phone number, fax number, email address, tax identification number and DUNS number/Unique Entity Identifier (UEI). Relevant Past Performance information should be three references within the last five years (5) years. Provide Company's name, point of contact, telephone number, fax number and email address. This information MUST be current. Failure to submit the completed FAR 52.212-3 may be considered nonresponsive and will not be considered in the evaluation. Site Visit Date: 4/13/2023 @0930 All attendee's must have a drivers license, registration, and insurance for vehicle. All Technical questions regarding this solicitation shall be submitted by email to the point of contacts listed below by April 14th at 1200 EASTERN TIME. SK2 Brandon Schmidt by email at Brandon.M.Schmidt@uscg.mil SCOPE: 1.1) The Contractor shall provide all necessary transportation, labor, equipment, and materials to make necessary repairs to qty (8) transformers IAW the scope of work. 2. GOVERNMENT FACILITIES AND UTILITIES: a) Electrical power and water are available within close proximity. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded. b) Telephone services will not be available for use by the contractor. c) Building restroom facilities are available for use. 3. MATERIALS AND LOCATIONS: a) The Contractor will furnish all materials, equipment, instruments, tools, safety lines and harnesses, and other items necessary for accomplishment of these services. b) Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer's name, brand name, and description of contents. Storage shall be in accordance with manufacturer's recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight, and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area and all chemicals used shall be preapproved by COR and Environmental Compliance Office (ECO) prior to bringing on the BASE. Sufficient area for staging is available on site; storage areas will be pre-approved by the Technical Representative and (ECO). Laydown areas and parking should be on non-vegetated areas when possible. Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, or taxiways. c) The Contractor is required to comply with local VOC laws and regulations. All applicable Safety Data Sheets shall be available upon request.
