CR Number:2096963 The purpose of this bid is to establish a price for the Replacement of Lead Service Lines for 2023, including: A. 4 th Street Replacement The City of Troy Department of Public Utilities in coordination with Community Development Block Grant (CDBG) funding will replace lead service lines on 4th street between Adams Street and Division Street as description in the Detailed Specifications Section. B. 5 th Avenue Replacement The City of Troy Department of Public Utilities in coordination with Community Development Block Grant (CDBG) funding will replace lead service lines on 5 th Avenue between 102nd Street and 104th Street as description in the Detailed Specifications Section. C. State Street Replacement The City of Troy Department of Public Utilities in coordination with Community Development Block Grant (CDBG) funding will replace lead service lines on River Street to 2nd Street as description in the Detailed Specifications Section. D. Individual Replacement The City of Troy Department of Public Utilities is committed to replace lead service lines in individual homes where there has been identified elevated blood lead levels due to the lead service line, or an active leak where the lead service line must be removed as specified in the Detailed Specifications Section. It is the bidders responsibility to read the attached Bid Specifications and General Conditions which outlines bidding rules of the City of Troy. Any contracts awarded under this Invitation to Bid are expected to be funded in part through a grant from the New York State Department of Health. Wage rates for this Project are subject to the minimum wage rates as per New York State Prevailing Wage Schedule. Bidders on this work are required to comply with contract goals for use of Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs). The requirements for bidders and contractors covered by this policy are explained in Appendix A. The combined MWBE goal for this project is 30%. Upon submission of bid, it is understood that the bidder has read, fully understands and will comply with said Specifications and General Conditions. A certified check, payable to the City Treasurer, for five (5 %) percent of the amount of the bid, or a bid bond of the same must accompany each bid. The Successful Bidder must furnish 100 percent Performance Bond and a 100 percent Payment Bond. with a surety company acceptable to the Owner. Contract shall be guaranteed for twelve (12) months from the date of the bid award. Questions are due no later than by 2:00 PM on April 17, 2023. Contract term: 1 year The City of Troy shall maintain the right to reject any and all bids.
