Site work and paving for a road / highway in Schenectady, New York. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The overall scope of work will be broken into design, construction support and inspection phases. Tasks to include the following: > Design - This includes but not be limited to design and right of way survey and mapping, preparation of preliminary and final design plans, specifications and construction bid documents. Construction cost estimate, evaluation of environmental factors, and preparation for attendance and participation at public informational meetings and/or hearings. The City of Schenectady is seeking to retain an engineering firm to provide design, construction support and inspection services for the above referenced project. The project is being partially financed with New York State multi-modal funding, with the City providing additional funds of any cost exceeding the financed amount. Below is background information for engineering firms interested in submitting a Proposal. The existing intersection is controlled by a traffic signal system and is considered the transportation hub of the Mont Pleasant neighborhood. In addition to the significant volume of vehicular traffic, the intersection also has a high volume of transit and pedestrian traffic. In general, this project intends to improve safety of all modes of transportation using approved traffic calming measures such as raising the intersection, bump outs to reduce pedestrian crossing distance, reducing overall pavement area, improving the traffic signal system to include pedestrian pushbutton with countdown times, providing high visibility pedestrian crossings on all approaches, vehicular turning limitations to/from Crane Street and Chrisler Avenue, improving transit access at the intersection, and improving the visual character of the area via landscaping amenities, pocket park and gateway treatments. In addition, this project will need to provide adequate pedestrian connection to the adjacent DePaul Crane Street Apartments Complex which will break ground later this year. The City will share the plans prepared to date of that project with the selected engineering firm. Additionally, the City is currently working with the CDTC and a consultant on a linkage study for the Albany/Crane Street area. The recommendations from this study will be made available to the selected firm as it will have a bearing on the design. The City of Schenectady will select the most highly qualified firm according to the following criteria listed in order of decreasing importance: o Understanding of work to be done; o Project Team firms and staff experience with similar kinds of projects; o Familiarity with State requirements; o M/WBE participation; and o Logistics and Familiarity with the project area. During the evaluation process, the City may choose to interview a select number of proposers. If so, a schedule will be established by the City after discussions with each selected proposer. Then upon selection of a firm, the City will begin negotiations of services and cost. If a cost cannot be agreed upon by both parties, the City holds the right to negotiate with the next most qualified firm. The selected engineering firm is expected to meet all state and municipal minority and women business enterprise goals and requirements. No more than ten (10) single-sided pages of the Project Team to include project understanding, overall experience with similar projects, familiarity with multi-modal funding, M/WBE utilization, logistics and familiarity with the project area. o Two (2) additional single-sided pages should be included which briefly describes the Project Team design approach including the roles and responsibilities of all team members. o Resumes of key staff of no more than two (2) pages per individual.
