Site work for a water / sewer project in Lakewood, Colorado. Completed plans call for site work for a water / sewer project.
Services are requested to provide Green Mountain Water & Sanitation District (GMWSD) with a bid for design review and project management for replacement of about 1000 feet of 6-inch drinking water cast iron pipe that is over 50 years old. Included Items: o Review 2021 Engineering design drawings. o Project management of construction process. o Comply with GMWSD, EPA, CDPHE, state and local government rules and regulation for the inspections, permitting and install of approved drinking water pipe under public streets. Deliverables: o Review of detailed engineering drawings from 2021. o Input from the City of Lakewood on the requirements for permitting and easements. o Survey requirements of the site that can include best practices for installation on new waterline. o Project management of construction with very little to no down time of water service. o Compliance with all drinking water laws specifically to disinfection and contamination. o Provide total cost of bid for deliverables. Green Mountain Water and Sanitation District seeks proposals for review of design and project management of replacement of about 1000 feet plus of 6-inch and 8-inch cast iron drinking water mainline pipe. The existing 6-inch cast iron pipe is over 50 years old. Engineer drawings were created in 2021 and must be reviewed. A separate RFP for construction will be created by GMWSD after the award of this RFP. This RFP is also for project management of the construction process. Green Mountain Water and Sanitation District is a quasi-municipal corporation and political subdivision of the State of Colorado, established under the laws of the State of Colorado Special District Act [Colorado Revised Statutes, Title 32]. The Green Mountain Park Water & Sanitation District was formed in 1951. The District merged with Northside Water and Sanitation District in 1982 and was renamed Green Mountain Water & Sanitation District. The District provides water and sewer service to approximately 10,000 residential taps, 760 commercial taps, as well as sewer to over 1200 extraterritoriality customers. The District service area is approximately 9.5 square miles, and has over 140 miles of wastewater collection pipe, and is about 98% developed and is situated within the City of Lakewood, Colorado. The District has a Master Meter Contract with Denver Water Department. Water is purchased by the District wholesale from Denver Water Department and is measured through metering stations. The District has a Special Connectors Agreement with the Metro Wastewater Reclamation District. The District pays the Metro District annual charges based on flows and strength of flows at metering stations. A five-member Board of Directors is the governing body for the District. Regular meetings of the Board of Directors are held on the second Tuesday evening of each month at the District Office, 13919 W Utah Ave., Lakewood, CO 80228. District staff consists of twenty-two employees. Official business hours are from 7:30 a.m. to 4:00 p.m., Monday through Friday. An annual audit is conducted through an independent auditing firm and the audit report is reviewed and approved by Board members. For more information, you may visit the District's website. The Board of Directors of Green Mountain Water and Sanitation District will review the proposals received and identify responders who best meet the District's needs. The Board of Directors of Green Mountain Water and Sanitation District will select the preferred responder upon the completion of any relevant deliberations. A preferred proposer will be designated by the Board of Directors, and a Letter of Engagement negotiated. If engagement terms are not reached with the preferred proposer, Green Mountain Water and Sanitation District may terminate discussion with the initially preferred proposer and select another. Proposer shall bear the cost of any interviews or meetings with the District Board of Directors prior to the award of any contract. Waive any informalities or irregularities, and to accept or reject any or all Proposals regardless of qualifications either in whole or part with or without cause. 3. Withdraw this solicitation at any time without prior notice. The District does not make any representations that any contract will be awarded to any respondent to this RFP. 4. Negotiate fees, additional charges and a final contract with any respondents as necessary to serve the best interest of the District; 5. Request additional information from any respondent at any time during the evaluation and selection process; and 6. Amend this RFP, re-advertise this RFP, or discontinue this process without any prejudice. 7. This Request for Proposal does not bind the District to accept a proposal when, in the District's sole discretion, the District determines not to do so. Pursuant to the Colorado Open Records Act, public records may be inspected and examined by anyone desiring to do so, at a reasonable time, under reasonable conditions, and under supervision by the custodian of the public record.
