UPDATE : The Headworks Building of the Lompoc Regional Wastewater Reclamation Plant (LRWRP) is a critical component of the wastewater treatment process, as it is the first point of entry for influent and is responsible for initial screening and flow control. The key components hosed at the headworks building, including the influent gate, bar screens, ventilation system, flow, pH and temperature meters, and maintenance staff locker room. To ensure the LRWRP is operated efficiently, in a regulatory-compliant way and in a safe manner, necessary enhancements and improvements are necessary such that the operations housed in the headworks building can continue to operate safely and in compliance within the LRWRP's current permit parameters. It is important to note that the headworks building was not included in the scope of work for the 2007-2011 plant reconstruction project. The building and all the components housed in the building are original to the 1970s designed plant. With changes in safety regulations, permit changes and operational changes due to the 2007-2011 plant renovations, several features of the headwords building require attention and/or complete relocation. Recently, plant personnel have monitored hydrogen sulfide gas within the building; a not unexpected outcome considering the presence of hydrogen sulfide gas in the influent arriving at the plant in the headworks building. The Headworks Building Renovation Project was proposed as part of the 2023-29 CIP at $1,795,00 but, due to procurement constraints, an RFP has not yet been issued for the work. As part of the RFP, due to the presence of hydrogen sulfide gas and that plant staff's locker rooms are located in the existing building, relocation of the locker room is an essential component of this project for employee safety. The RFP will also require the construction to proceed in parallel with continued operations of the LRWRP, as the headworks is the connection point between the collection systems and the LRWRP's treatment process. In addition to the relocation of the locker rooms from the headworks building, the building is in need of a roof replacement, having been constructed in the 1970 Project Is In City of Lompoc Capital Budget Fy 2025-2031 CIP ____________________________________________________________________ Headworks is the first line of defense in our wastewater plant. This is where large objects such as sticks, rags, plastic, grit/sand or trash are removed from the raw wastewater stream to protect and improve downstream process. Remove and replace influent gate and actuator. This was not addressed during the plant upgrade in 2009. This equipment has been in place since 1974 and doesn’t fully seal when closed. Bar Screen replacement. We’d like updated units that do a more efficient job screening out finer particles and ones that would convey the extracted debris up to ground level eliminating the need for operators to expose themselves to safety hazard of possible presence of H2S gas. The concrete steps leading down to the Headworks equipment are badly deteriorated and need repair. Headworks building roof is also beginning to leak. Would need to do a full temporary bypass while gate and bar screens are being replaced. This project is included in the City of Lompoc's FY 2023-2029 Capital Improvement Program (CIP). As of April 2, 2024, information regarding a design team and a general contractor is not available. Construction is anticipated from 2024 to 2026.* *Project information has been obtained through a public capital improvement plan (CIP).
