Renovation of a detention facility in London, Ohio. Completed plans call for the renovation of a detention facility.
As of September 20, 2023, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Total Project Cost: $2,475,000.00 The State intends to select an Architect/Engineering (A/E) team to provide design and construction administration services fora renovation project at the Madison Correctional Institution (MACI). MACI is located on 1851 OH-56 London, Ohio, and canhouse up to 2,258 inmates. MACI was opened in 1987 and consists of two separate secure zones (Zone A & B) that have amixture of cell and dormitory style housing areas.Madison Correctional has the capacity to house inmates with disciplinary infractions in a high-level security unit in Zone Aconsisting of 25 cells. Each of these cells require renovations to the individual shower unit, replacement of plumbing fixtureswith stainless steel combi units, electronic plumbing control system, tamper proof hardware; this work will require theenlargement of the access panels to each plumbing chase (13 total). Evaluation of the building supply plumbing and drainsystems are to be included and any necessary improvements and/or replacements completed as part of this scope.Zone B work will include the renovation of showers in 8 dormitory style housing units. Each unit contains 6 shower stalls thatrequire tile, drain and fixture replacement - 48 total.Project will also replace the failed cooling system that provides climate control for the food service/dining areas in Zone A.Also, address the failing dock levelers at three receiving areas within the institution. The scope will include the assessment of9 dock levelers (3 exterior levelers in Zone A, 4 exterior levelers in Zone B and 2 interior levelers at the Central Warehouse)resulting in design and specification of new units. Where necessary, full replacement to include new dock plates/levelers,bumpers. Several will require extensive concrete work, impacting existing metal railings and security hardware.B. Scope of ServicesFor projects advertised with an appropriately developed Program of Requirements ("POR"), upon award of theAgreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence bydeveloping the Program of Requirements.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailedcost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity(EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.During the construction period, provide not less than 4 hours (excluding travel time) on-site construction administrationservices each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-siterepresentation comprised of the A/E and its consultant staff involved in the primary design of the project, all havingrelevant and appropriate types of construction administration experience.Please list all major scope services needed to complete the selection process for successful project delivery. The specificscope of services must state building types, functional design or specialized professional services required to evaluate thelevel of experience of each applicant firm (e.g., correctional facility, life safety, and HVAC controls). The scope of servicesshould also define the types of basic and additional professional design and administration services necessary for theproject. This information will be used by each applicant to populate the Relevant Project Experience Matrix in Section F ofForm F110-330.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1. Project Delivery Method (General Contracting)2. Role on similar project (AE, C-AE, AOR, CMA/OA, DB)3. Experience designing MEP projects in a correctional setting4. Experience designing/managing ODRC projects5. Experience with construction administration in ODRC facilities6. Experience with phasing construction in an occupied facility7. Experience with construction cost estimating inside a secure facility8. Experience with managing a contractor who is behind schedule9. Experience utilizing OAKS CI and OFCC forms Estimated Basic Fee Range (see note below) F.
