Site work for a water / sewer project in Champaign, Illinois. Completed plans call for site work for a water / sewer project.
The project is generally described as follows: The project has two parts: Part 1 - Planned Work: Includes the installation and rehabilitation of drainage and sewer infrastructure, including repairs of pipes, manholes, inlets, underdrains, pavement removal and replacement, ditch grading, backfilling, and other related work required to complete the project. Part 2 - Unplanned/Emergency Work: Includes installation, repair and rehabilitation of various sewer and drainage infrastructure, including installation and repair of manholes and inlets, installation and repair of pipes, ditch grading, channel erosion repair, backfilling, removal and installation of pavement surfaces and other related work required to complete repairs. Unplanned/Emergency work will be utilized on an as-needed basis when rehabilitation or repairs are required and may occur at anytime during the project time frame. Unplanned/Emergency repairs will be performed on a time and material basis. There are two sets of diversity goals in place for this project: (1) A utilization goal of 10% MBE (Minority Business Enterprise) and 5% WBE (Woman Business Enterprise). Utilization goals refer to the percentage of work performed by MBE or WBE subcontractors on the project. (2) A workforce participation goal of 20% MBE and 15% WBE. Workforce participation goals refer to the percentage of minority and female individuals employed on a project.Bidders will be required to show that they have met one or both of the above diversity goals or that they have made, or commit to making, good faith efforts to reach those goals. Sufficiency of good faith efforts may vary depending on the type of contract, the type of products and/or services to be provided, and the duration of the contract. Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least TEN PERCENT (10%), as a guarantee that if the bid is accepted, the bidder will execute the contract and all other Contract Documents and file acceptable contract bond and proof of insurance within fourteen (14) days after the award of the contract and prior to commencement of work. The City of Champaign, Illinois, reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in any bids in the interest of the City. The criteria for selection of the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended and the bid documents. To the extent required by law, the contractor shall comply with the Illinois Prevailing Wage Act, the Veteran s Prefe Opportunity in Purchasing Ordinance and the Illinois Human Rights Act. If federal funds are used to finance this project, the contractor shall comply with the Davis-Bacon Act.
