St. Louis County (County) is seeking bids for the removal of trees at various rights of way locations throughout the County, including stump grinding, debris hauling, cleanup, seed and straw. II. WORK COMPLETION SCHEDULE a. The Contractor will be required to complete all work within 60 calendar days after the notice to proceed. b. If a contractor is awarded more than one batch the completion date will be the same for each batch. c. Work may be scheduled anytime between sunrise and sunset. III. LOCATIONS a. The locations for this work are shown on the attached bid sheet and have been marked with a white dot at approximately 5 feet above grade. b. It is the Contractor's responsibility to verify actual field conditions and requirements for each site prior to submitting a bid for this work. c. No additional expenses will be paid for multiple mobilizations during the contract period. IV. WORK CREW AND EQUIPMENT a. Contractor is to furnish an experienced crew in tree felling and stump grinding, together with supervision and necessary equipment sufficient in size to accomplish the work in a professional and timely manner. b. Contractor's employees must provide visible identification that the Contractor employs them. c. Contractor may leave equipment at a site overnight while work is being done at that site. d. County is not responsible for vandalism, damage, theft or liability to Contractor's equipment. e. Contractor must not block any ingress / egress for emergency equipment. f. County will provide access Monday thru Friday (no weekends) from 7:00 AM to 3:30 PM to a locked, fenced area to store equipment. The County is unavailable outside those hours to lock or unlock the area. The County cannot be held liable for this equipment. V. TREE REMOVAL AND WORK AREA a. Trees designated for removal must be removed to a depth of not less than 8 inches below elevation of the subgrade, the finished earth surface or the ground line. All exposed roots within the drip zone of the tree must be ground to a depth of not less than 8 inches below the existing ground line. All wood chips must be removed from the site and ground areas backfilled with dirt, seeded and straw placed over the seed. b. The Contractor will be responsible for cleanup of hard surfaces i.e.; concrete and asphalt. These areas must be broom cleaned. c. Contractor is responsible for hauling away all debris, disposal, cleanup, dirt backfill, seed and straw. d. Logs and limbs must not block any roads, driveways, or parking areas. e. Contractor may post parking restriction signs for certain dates. If it is deemed necessary, any posting should be in place 48 hours in advance of the planned work. If a vehicle owner is unresponsive/uncooperative, County will intervene and the vehicle may be towed at the discretion of the Police Department. VI. TRAFFIC AND SAFETY CONTROL a. Contractor is responsible for all necessary traffic control to provide a safe work zone. b. Contractor will provide adequate warning signs or other warning devices to be placed around the work area to warn pedestrians and vehicles of the nature of the work being done in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), as published by the Federal Highway Administration. c. Contractor will only have lane drops on arterial or collector roads between 9:00 AM and 3:30 PM Monday thru Friday.
