Purpose The City of Raleigh (City) is soliciting proposals from one or more firm(s) with which to contract for the following services: to inventory and analyze the community greenhouse gas emissions for the Raleigh area. The community inventory must be protocol and Carbon Disclosure Project (CDP) compliant and adhere to the past inventories. The consultant should also be familiar with the Capital Area Metropolitan Planning Association's (CAMPO) Motor Vehicle Emission Simulator (MOVES) model and other models for tracking transportation related greenhouse gas emissions. The 2016 City of Raleigh Community Inventory adhered to the guidance provided in the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC). The 2023 GHG Inventory will use 2022 data and will adhere to the same guidance and address any like for like emission differences. The data from the Community Inventory will be used to track progress on the Community greenhouse gas emissions goal and progress to track climate action. The selected contractor will provide a written Community Greenhouse Gas Emissions Inventory Report. The written report will include an analysis of the emissions, and a comparison to other cities of similar demographics. The inventory data should also be provided in a format that is user friendly for the City of Raleigh to adapt information to use on the City website and Community Climate Action Plan data dashboard webpages as applicable.
