Site work and renovation of a water / sewer project in West Palm Beach, Florida. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The City of West Palm Beach is accepting bids from qualified and responsible Contractors to furnish and assume full responsibility for all labor, material, construction equipment and machinery, transportation, tools, appliances, fuel, power, light, telephone, water, sanitary facilities, temporary facilities and all other facilities and incidentals necessary, including supervision, servicing, taxes, bonds and insurance, permitting fees, traffic control, security, miscellaneous costs, warranties, general conditions, overhead and profit to perform the above-referenced project, as shown in the construction plans and described in the technical specifications for the project. The City of West Palm Beach (City) has received a grant from the Florida Department of Environmental Protection (FDEP Grant Agreement LP #50032) for the stormwater improvements in Pineapple Park neighborhood. Pursuant to the terms of the grant, the Pineapple Park Improvements project must be completed and final deliverables certification to FDEP on or before June 2024. Within the project limits, improvements of the City's existing force main on Dock Street have been identified. The wastewater component of the project is not funded by the FDEP grant. The Final Questions Due Date shall be changed: FROM: April 21, 2023 at 3:00 pm TO: May 05, 2023 at 3:00 pm Site: The project is located in the City's historic Pineapple Park neighborhood in West Palm Beach. The general project area is as follows: 1) Adjacent to the Stub Canal in the vicinity of Dock Street, Charles Street, Ridgeway Avenue and Boyd Street, 2) Dock Street and Flamingo Drive intersection, and 3) At Glenwood Road and Avon Road. Construction drawings and technical specifications: Prepared by Mock Roos, dated June 2022, Mock Roos' Project number 2192416. Project Background: The City of West Palm Beach (City) has received a grant from the Florida Department of Environmental Protection (FDEP Grant Agreement LP #50032) for the stormwater improvements in Pineapple Park neighborhood. Pursuant to the terms of the grant, the Pineapple Park Improvements project must be completed and final deliverables certification to FDEP on or before June 2024. Project Description: The following Project description is for general information only and should not be construed to be a complete description of all Work required. Reference should be made to the construction drawings and technical specifications, along with the General Conditions. The overall components of this project include, but not be limited, the following: Replace and reroute the existing stormwater collection and conveyance systems that discharge to the West Palm Beach Stub Canal. The proposed system will be Reinforced Concrete Pipe (RCP) and ranges from 15-inch to 36-inch diameter for a total estimated length of 1,805 linear feet; Construct (3) storm outfalls with new flap gates; Install a new 8-inch and 12-inch DIP force main in the same alignment of the existing inactive16-inch force main for a total estimated length of 485 linear feet along Ridgeway Avenue and Dock Street; Abandon and grout-fill existing systems and/or remove as required to install new system as depicted on the construction drawings; Mill and resurface existing roadway; restore curbs, sidewalks; replace traffic speed humps; sod and pavement markings; Timely and closely coordinate and communicate phased construction schedule and activities with the all stakeholders including the neighborhood association, churches, and homeowners. Work closely with the ty for community outreach effort including advance notices of construction/flyers/door hangers (schedule, construction phasing/sequencing, traffic control plans, etc.). The Work to be completed shall generally include, but not be limited to, the following: 1. The Contractor is responsible for visiting the project site and familiarizing himself with the existing project conditions and project requirements prior to submitting his bid. 2. The Contractor is responsible to document the existing site conditions via taking photographs and video before and after construction. 3. The Work shall cause minimal disruption and be performed in an expedited, highly coordinated manner by the Contractor. 4. The Contractor is responsible for dewatering, protection, support of existing utilities, and Trench Safety Act compliance. 5. Contractor shall be solely responsible for all construction phasing. 6. Execute the Work in accordance with applicable City requirements and ordinances (noise, construction hours, dust control, etc., including the latest standard construction details and latest CWPB Approved Material List. 7. Maintenance of traffic in accordance with City of West Palm Beach, restoration in accordance with the City standards, providing temporary support and protection of all existing utilities, coordination with property owners as required, and any other items depicted on the drawings and described in these documents and referenced materials. 8. The Contractor will be responsible for access to all properties at all times during construction. Contractor to ensure City services such as emergency services, garbage and yard trash collection are available at all times. 9. The Contractor will protect all private driveways, fence, wood decking, and landscaping during construction. The Contractor shall timely coordinate with property owners for all work on private property. 10. The project site is in a residential community. Contractor shall expect vehicular traffic and pedestrian activity in close proximity to the site and shall conduct its work in a manner that minimizes impacts to the community and safe for pedestrian and vehicular traffic. Contractor shall take care to exercise good housekeeping at all times during the progress of the work. Contractor shall develop and implement a City-approved plan to minimize and mitigate dirt, debris, excessive noise and other nuisances. 11. The Contractor shall be responsible for formal and timely notification to all residents who will experience interruption during the work. Notifications shall be given at least 72-hours in advance via flyers/door hangers. Flyers/door hangers will be pre-approved by the City. 12. The Work shall be complete, in place, ready for continuous service, and shall include any repairs, replacement and/or restoration required as a result of damages caused during this construction. Restore all areas altered as a result of the execution of the project. Replace privately owned landscaping, hedging, ornamentals, walls, mailboxes, and irrigation, etc. that are disturbed and/or damaged during execution of the Work. 13. Contractor will participate in community outreach meetings and/or neighborhood meetings before and during the construction to discuss project construction timeline, phasing/sequence, and construction progress as required. Contractor will attend City Commission meetings and/or workshops to discuss same as required. 14. In the preparation of the MOT and construction phasing for approval, the Contractor will closely coordinate with the neighborhood and activities at two (2) churches, namely United Haitian Church (located at 2105 Parker Avenue) and River Church (located at 2233 Dock Street) that will be directly impacted by the construction.
