Reconstruct Springwater Avenue between Woodward Drive and Western Avenue. Additionally, install approximately 550 feet of new stormwater pipe in Western Avenue to the north of Springwater Avenue. The major items of work include pulverizing bituminous pavement; saw cutting; embankment compaction; crushed surfacing placement and compaction; hot mix asphalt paving; constructing new cement concrete curb and gutter, sidewalk, curb ramps, and bike ramps; replacing and constructing new stormwater collection, conveyance, retention, and treatment pipe and structures; replacing and installing new hydrant assembly and appurtenances; constructing new cut and fill retaining walls; installing pedestrian handrail; installing new illumination system; and traffic control. All work shall be completed in accordance with the contract plans, special provisions, and the 2023 WSDOT/APWA Standard Specifications.
